The ARPEL project: Strengthening governance of the oil and gas sector

Canada’s International Development Agency (CIDA) has been working since July 2007 with the Regional Association of Oil and Natural Gas Companies in Latin America and the Caribbean (ARPEL) on a $4.9 million governance project expected to be completed in 2013. The project aims at strengthening the capacities of ARPEL’s member companies to address key governance issues of the oil and gas sector in the region (including responsible investment, relations with indigenous communities, gender, ethics, transparency, accountability, community development, and human rights).

Results as of July 2011 include:

  • The organization of eight workshops on community relations management, which led three ARPEL member companies (Petroperu, Petroecuador and Colombia’s Ecopetrol) to work on a Community Relations Management System;
  • A regional ARPEL conference on sustainable energy development that involved 400 participants;
  • The development (ongoing) of a Sectoral Energy Report, in partnership with other regional organizations;
  • Enhanced capacity of 26 ARPEL member companies to manage community relations.
