Do you need a Licence from the Canadian National Authority?

Under the Chemical Weapons Convention Implementation Act, it is illegal for any person to produce, use, acquire or possess a Schedule 1 chemical, except as authorized by the Canadian National Authority, usually through a licence. The Canadian National Authority is mandated to issue, amend, renew, suspend or cancel licences. The section below contains guidance on how to apply for a licence.

There are no specific application forms. The application is a simple letter that should contain the information indicated below.

Please note:  All applicants and individuals who would have access to Schedule 1 chemicals in carrying out the activities requested in the application must be in possession of a Government of Canada security screening of Reliability Status (at a minimum) in order for the application to be considered and provide the Canadian National Authority the Security Screening Certificate and Briefing Form (TBS/SCT 330-47) of the Treasury Board Secretariat, as amended from time to time.
