Early signatures and ratifications are critical to bringing the Comprehensive Nuclear-Test-Ban Treaty (CTBT) into effect.
State Parties agree to a moratorium on nuclear-weapon test explosions pending the CTBT taking effect.
The Conference on Disarmament (CD) needs to negotiate a non-discriminatory, multilateral and effectively verifiable FMCT within five years.
The CD will establish a sub-group to deal with nuclear disarmament.
Treaty parties agree not to reverse nuclear disarmament, nuclear and other arms control and reduction measures that they take.
Nuclear weapon States (NWS) undertake unequivocally to totally eliminate their nuclear arsenals, leading to nuclear disarmament.
Parties will bring START II into force and implement it fully as soon as possible; will conclude START III; and preserve and strengthen the existing Treaty on Anti-Ballistic Missile Systems.
The United States, the Russian Federation, and the International Atomic Energy Agency (IAEA) agree to complete and implement their Trilateral Initiative.
All NWS will take steps toward nuclear disarmament in ways that promote international stability. These include reducing their nuclear arsenals; becoming more transparent about their nuclear weapon capabilities and Article 6 related agreements; unilateral initiatives to reduce non-strategic nuclear weapons; measures to further reduce existing nuclear weapons systems’ operational status; reducing nuclear weapons’ role in security policies; and engaging appropriately in the process leading to complete disarmament.
All NWS will arrange to place excess military fissile materials under IAEA or other international verification, and arrange to use such material for peaceful purposes.
Parties reaffirm the goal of general and complete disarmament for all States, under effective international control.
All State Parties will report regularly on their implementation of Article VI obligations in the NPT review process.
Parties will develop verification capabilities to assure compliance with nuclear disarmament agreements, to achieve and maintain a nuclear-weapon-free-world.
