Softwood Lumber
To: Exporters of Softwood Lumber from Option B regions (THE PROVINCES of Quebec, Ontario, Manitoba and Saskatchewan)
SUBJECT: Information regarding the methodology for the 2009 allocations to eligible exporters
The following methodology will be applied in regard to the Allocations of Regional Quota Volume (RQV) in each Region as follows:
Quebec
The 2009 allocation methodology will remain the same as the Allocation Method Order (2008)– Softwood Lumber Products, except that a new reference period will apply: the period from November 1, 2005 to October 31, 2008.
ONTARIO
Allocations to Ontario primary producers and remanufacturers for 2009 will be based on exports and eligible transfers during the reference period of November 1, 2007 to October 31, 2008. In addition, for 2009, allocations to eligible applicants will be at least 90% of their respective percentage share for 2008.
Manitoba
Allocations to Manitoba primary producers and remanufacturers for 2009 will be based on exports and eligible transfers during the reference period of November 1, 2007 to October 31, 2008. In addition, for 2009, allocations to eligible applicants will be at least 90% of their respective percentage share for 2008.
SASKATCHEWAN
The 2009 allocation methodology for Saskatchewan establishes two pools - a base pool and a residual pool. The base pool is established on the basis of the percentage utilization of RQV by primary producers and remanufacturers in the province during the reference period of November 1, 2007 to October 31, 2008. The base pool will be allocated to primary producers and remanufacturers according to their pro-rated shares of exports during the reference period. The remaining RQV is the residual pool that will be allocated on a first-come first-served basis.
Companies will be notified of their allocation shares prior to January 1, 2009.
Further elaboration of the allocation method will be communicated through a Notice to Exporters which will be published on the Department’s website.
