METEOROLOGICAL SERVICES: PROPOSED NEGOTIATIONS WITH SPAIN

The Consul-General of Spain, on February 26th, sent a note suggesting that the Canadian Government start negotiations with the Spanish Government with a view to arriving at a bilateral agreement on these services.

The Controller of the Canadian Meteorological Services was consulted and advised that from a technical point of view this bilateral agreement would serve no useful purpose since the receipt of meteorological information is on a regional basis. From a political point of view it is very possible that a bilateral agreement: of this sort between Canada and the Spanish Government could be regarded as an evasion of the resolution of the General Assembly on Spain and of the Constitution of the World Meteorological Organization.For these reasons, it has been considered impracticable to accept the proposal of the Consul-General of Spain. A note declining the invitation is attached for your signature, if you agree.20
