CIVIL AVIATION AGREEMENT WITH PORTUGAL | |

We have now reached general agreement with Portugal on all major points and if you approve, instructions would be forwarded to the Canadian Consul General in Lisbon to complete the negotiations and sign the agreement on our behalf.1 The main points of the agreement are as follows: Exchange of third and fourth freedom rights to be exercised by Portugal at Montreal and to be exercised by Canada at the Azores and/or Lisbon. The Canadian air service to make a compulsory stop at Lisbon on any flights crossing the mainland of Portugal; this is no handicap to Canada since our flights will run directly from the Azores to the United Kingdom and will not cross the Portuguese mainland. No clauses in the Annex in respect of frequencies, capacity or rates, but a general clause stating that if the Portuguese government should decide to operate a service, the Annex may be amended at the request of either party by the insertion of clauses covering frequencies and rates along the lines of the clauses in the present agreement between Portugal and the United Kingdom, (which are generally similar to those in our agreement with the United Kingdom).
