TELEGRAM EX-238

Ottawa, January 25th, 1946

Reference our EX-174 of January 19tht and our dispatch No. 61 of January 21stt dealing with Parsons' conversation with Macdonnell on the subject of constructing a Pacific Coast Highway to Alaska.

Please tell the State Department informally that the question has been considered at a meeting of the Cabinet. The Government is unable to agree to undertake the project in question since, in their opinion, no requirement has been established for a second highway to Alaska.

You should add that neither the proposal to establish a joint investigation commission nor the suggestion that Senator Magnuson come to Ottawa for discussions was regarded as practicable by the Government. It is clearly the feeling of Ministers that the whole project is so impracticable that no useful purpose would be served by pursuing the matter further at present, or for some time to come.

Should the United States Government feel obliged to embody their proposals in a formal Note, we should give the same answer in our reply. It would seem preferable to us, however, to keep the exchange of views on `lo informal basis.
