RE ORGANIZATION OF THE DEPARTMENT OF EXTERNAL AFFAIRS

I have the honour to advise you that the organization of the Department of External Affairs has been changed by the establishment of a position of Personnel Officer, by the abolition of the Diplomatic Division and the creation of a Protocol Division and of a Consular Division.

Mr. T.W.L. MacDermot has been appointed Personnel Officer and his duties will concern the appointment, posting and promotion of Foreign Service Officers and the general well-being of those officers. Enclosed is a copy of a memorandum defining his duties in more detail.†

Mr. W.H. Measures will be Chief of the new Protocol Division and will be designated Chef du Protocole. Mr. L.G. Chance will be Chief of the Consular Division.

Enclosed is a memorandum describing the responsibilities of these two new Divisions.
