My dear Colleague, RE CIVIL AVIATION - WARSAW CONVENTION The President of Trans-Canada Air Lines has called my attention to the fact that Canada has never acceded to the Warsaw Convention which governs international civil aviation. At the time, Canada was not interested in international aviation but at the moment, the matter is becoming important. Article 38 of the Convention provides that after it has come into force it will remain open for accession by any State and that accession shall take effect on the 90th day after notice has been given to the Government of the Republic of Poland. I therefore recommend that steps be taken as soon as possible to proclaim the Carriage by Air Act and have Canada file accession to the Convention. Trans-Canada Air Lines has filed with me a formal request that this be done. I will appreciate your attention to the matter. Yours sincerely, | |
