With reference to your letter of October 30th¢ regarding the ratification of the trade agreement with Nicaragua, our recent reports on the unsettled state of affairs in that country and the apparent difficulty of the local regime in gaining recognition abroad suggests that your department may wish to examine the political implications of any such ratification before taking any further steps, especially as regards the views of the United States. Consequently, if it is agreeable to you we will await your further comments in respect to the proposed approval of the above agreement. M.W. MACKENZIE | |
