INTERNATIONAL WHEAT AGREEMENT; CURRENT COUNCIL DISCUSSIONS

24. The Minister of Trade and Commerce, referring to discussion at the meeting of February 6th, reported that the Cabinet Wheat Committee had considered further developments in the current Washington discussions with respect to an international wheat agreement.

The U.K. government representatives had taken the position that such an agreement would automatically set a maximum price of $2.00 per bushel on any wheat purchased from Canada under the present bilateral contract.

It was possible that, in the very near future, an agreement would be ready for initialling by the three major exporting countries - Canada, the United States and Australia - and by about twenty importing countries. In the circumstances the Cabinet Wheat Committee, after careful consideration, had agreed that the Canadian delegate be instructed that the government could not accept an international agreement along the lines contemplated without prior agreement with the U.K. government as to the terms and conditions of the consideration to govern in the Canada-United Kingdom contract. The head of the U.K. delegation to the Council was being invited to come to Ottawa for the purpose of discussing such prior agreement.
