BURMA'S APPLICATION FOR MEMBERSHIP IN THE UNITED NATIONS

Reference your despatch No. 27th of 30th March, application of Ceylon for membership in the United Nations. The Government of Ceylon has made formal application for membership in the United Nations in a letter dated 25th May from The Prime Minister to the Secretary-General. This letter has been circulated in Document S/820 of 3rd June.† The letter points out that Ceylon became an independent member of the British Commonwealth on 4th February, 1948, under the terms of the Ceylon ]ndependence Act, 1947; that Ceylon accepts the obligations contained in the United Nations Charter and that she will "collaborate in effective measures for the prevention and removal of threats to the peace and for the suppression of acts of aggression."

2. We have discussed the question of Ceylon's application informally with the United Kingdom delegation. So far, the United Kingdom delegation here have not received specific instructions and they appear to have very little information in regard to the defence agreement between Ceylon and the United Kingdom. ]n any case, they do not believe that the question of Ceylon's application will conic before the Security Council until the latter part of July, when it will probably he referred immediately to the Committee on the admission of new members.

3. I would appreciate your instructions on this matter and also any additional information on the attainment of Dominion status by Ceylon, received by you subsequent to your circular despatch No. A96 of 9th April.†
