Frequently asked questions – Call for proposals for Women's Economic Empowerment in Morocco

This page serves to answer frequently asked questions about the Foreign Affairs, Trade and Development Canada (DFATD) Middle East and North Africa Development Program's Women Economic Empowerment in Morocco call for proposals. Detailed questions about individual proposals or situations will not be answered.

Please note that DFATD will respond to questions received from potential applicants up to 3 p.m. on October 07, 2015. Questions received later than that will not be answered by DFATD.

In response to a question asking for clarification regarding Other Training Costs, DFATD replied: “The training costs can include the fees of the training necessary for the delivery of the training activity. Those amounts are not to be included under the subcontracting line item.” Typically personnel costs for training are included under Remuneration (e.g. Employees Based in Canada) for staff and under sub-contractors for consultants. Can you clarify what you mean by the aforementioned?

If a training session requires the contracting of consultants or a consultancy firm to deliver the training, these expenses should be included under the ‘Other Training Costs’ budget line. The costs for project staff and other sub-contractors to attend the training should be included under the appropriate “Remuneration” budget line.

After reviewing the application, we haven’t noticed any requests concerning the CVs of experts; is this not required in the current phase?

No, the CVs of experts to be engaged for project implementation are not required at the application stage. However, only the information provided in the application form will be used for the assessment.

For the financial proposal (financial budget), are we requested to include the five years (average project period) in the same table or a separate table for each year? Is it the same for cost by activity?

The budget table should include the full duration of the project in the same table.

For the yearly inflation, where can we include the increasing value of the costs or remunerations?

The budget tables request the overall project budget per eligible cost category and the project budget per fiscal year. Inflation and annual salary increases should be included in these budget tables. The organization should refer to DFATD’s policy on salary increases under multi-year agreements to determine allowable annual salary increases (Annex C in the proposal refers to this policy).

Page 24, point 1.7 : "for non-Canadian organizations, the overhead rate will be negotiated on a case-by-case basis": Could you please clarify more about the meaning of this statement? Shall we add it as a lump-sum or classified?

The overhead rate will be negotiated on a case-by-case basis, in order to have a reasonable rate that is in line with the Policy.

What is the difference between the “training costs” and “other training costs”?

Information on and definitions of Eligible Costs are provided in Annex 2 of the Application Form.

Can subcontractors already be identified and described in the project proposal or can they only be identified and involved in the project as a result of a tendering process?

Either way is fine; however, the contracting of the subcontractor should follow the same process as the Organization`s procurement policy/procedures.

Is provision of seed capital for start-up enterprises eligible, according to the definition of financial product?

The provision of seed capital, if provided as a small/micro-grant and not as a repayable contribution or a small/micro-loan, would be an eligible expense.

Do we need to include a bibliography or references in our application?

No. Applicants may add additional annexes but only the information provided in the application form will be used for the assessment

Section 7.2 Coordination and Harmonization requires the applicant to “describe which other donors or development actors are supporting the initiative either directly or indirectly and how their contribution is strengthening the initiative.” Is this section an opportunity to discuss all of our partners or just those co-funding the project?

All partners and/or other organizations that are supporting directly or indirectly the initiative should be discussed.

The call states that one of the core objectives is "Increased employment of women by businesses." Is employment by any business considered or only businesses founded and run by women?

The call notes that proposals must contribute to at least one of the three immediate outcomes of which "Increased employment of women by businesses" is one. Employment by any business could be considered, as long as it is also demonstrated that it contributes to the ultimate outcome, “Increased women’s empowerment for sustainable economic growth”. Given this overarching condition, employment of women by businesses that do not empower women would not be considered sufficient.

I would be grateful if you could clarify if, according to DFATD’s approach to RBM, in the logframe for the application:

1. There are equal numbers of outputs and activities, i.e. each activity has a corresponding output as per the examples below (see highlighted). OR
2. Several activities can feed into the same output.

DFATD’s approach to RBM is to have an equal number of outputs and activities with each activity attached to a corresponding output (as per #1 above).

Clarification on 1100 intermediate outcome definition: “Increased productivity and job opportunities generated by women entrepreneurs”.
Does this result statement only include increased productivity and job opportunities generated by women entrepreneurs or also those for women entrepreneurs? Specifically, would increased opportunities for women micro and small-entrepreneurs to sell their produce to a male-run business/supply chain also be considered under this result statement? If so, would it be fair to understand this statement as “Increased productivity and job opportunities generated by and for women entrepreneurs”?

Yes, the result statement includes increased productivity and job opportunities generated by women entrepreneurs and those for women entrepreneurs.

Do we need to submit a letter of valuation for any in-kind contributions as part of the proposal?

Projects may include a contribution of materials, goods, services or time to which a dollar value can be attributed that would otherwise be purchased and paid for by the organization to achieve the project results. Those costs must be eligible under the agreement and must be recorded at a fair value as agreed to by DFATD.

The cost categories in the budget template relate only to "employees based in Canada" or "Canadian personnel". Can an allocation for staff based outside of Canada be included under these cost items? How should non-Canadian staff be included?

As per annex 2 of the application form, article 1.1 Remuneration – Organization’s Employees in Canada and Overseas, DFATD reimburses daily rates actually paid by the organization to its employees for time actually worked on the implementation of the initiative. The organization will be required to provide time sheets in support of these costs, and in the case where only a percentage of an employee’s salary is claimed as a direct cost under the project, the organization will be required to validate this percentage.

My project will have negligible environmental risks but according to the EIP Screening Tool, it falls under Category B. Can I just proceed as if it were listed under Category C?

No, the list of activities under Category B was formulated with the knowledge that there are often both risks and opportunities for environmental sustainability in those areas, whether or not environment is the focus of the initiative. Please answer all questions so that your initiative can be assessed.

Is access to financial services defined as only access to formal financial services?

Funds may be used to support activities that facilitate access to financial services (e.g. developing financial products that meet the needs of women) and non-financial services (e.g. business development services/training).

Can complementary activities funded by different donors and which are currently underway be counted as contribution?

No. Pre-existing or ongoing programming cannot be considered as a contribution.

Are applicants required to submit a detailed budget in Microsoft Excel to support the online application form’s summary budget tables? If so, must the detailed budget be broken down by activity?

No. Applicants are not required to submit a detailed budget to support the online application form’s summary budget tables 5, 6 and 7 for their submission in response to the call for proposals. The organizations can provide as much detail as they wish in the notes on budget column found in table 5.1, the “Budget by Expense” section of the application form. However, a detailed budget will be required later on following an award.

What types of documents are partners required to submit? Does each partner in the consortium need to submit an example of a current or past initiative?

A) For a consortium, the lead partner must meet all of the eligibility criteria, including the Anti- corruption Declaration, the Declaration Regarding Outstanding Debts Due to Her Majesty, Letter of Incorporation or proof of organization’s legal status and the two financial statements. The remaining members of the consortium only need to prove their legal status.

B) For section 9.0, “Organization’s Ability Relevant to the Initiative,” the word “Organization” also refers to a consortium in its entirety. The consortium’s lead applicant must demonstrate its experience as per the eligibility requirements. If a consortium is formed, details regarding the expertise that each consortium member brings to the initiative should be included in section 9.1, “Profile of the Organization” and section 9.3, “Relevant Applicant Experience.”

Would DFATD consider extending the deadline for proposal submissions?

No. The deadline for submissions is October 21, 2015, at 3 p.m. Eastern Daylight Time (UTC-4). Proposals received after this deadline will not be accepted.

Is engaging Canadian organizations or the Canadian private sector mandatory?

Engaging Canadian organizations or the Canadian private sector is not mandatory; however, these two components will be assessed against the applicant’s proposal.

In the case of an international non-governmental organization, we need to have a “licence to work in Morocco/Jordan/Egypt.” What does a “licence to work” signify?

A license to work in Morocco signifies that the organization has completed the necessary legal and/or procedural steps to be legally permitted to undertake development projects in Morocco/Jordan/Egypt and has the necessary documentation to support this.

Could DFATD please clarify their policy on annual salary increases for staff on this program? For example, can an organization follow its own personnel policies regarding annual salary escalation, or is it required to follow the Policy on Annual Fee and Salary Increases Under Multi-Year Service Contracts and Contribution Agreements?

Would non-lead members of a consortium count as subcontracts? Would they therefore have to comply with the 20-percent maximum requirement for subcontracts?

To be considered under the 20-percent ceiling, a contractual relationship must exist between the lead organization and the person/organization providing the service. For example, if a consortium member makes an employee available to work on this initiative, there would not be a contractual relationship between the employee and the lead organization, and the cost for that employee would need to be allocated under the remuneration budget lines.

Can projects have revolving-fund activities under this call for proposals?

DFATD funds cannot be used for microfinancing activities such as guarantee funds, conditional repayable contributions or loans; however, funding from the partnering organizations may support these activities.

Where in the application should applicants include sub-grants to consortium members in the budget?

Applicants can include sub-grants to consortium members under “other direct costs (List here),” where it allows the applicant to detail the activities of the project.

There is no space in the budget summary table (Table 5) for budget notes. Where should they be included?

Details on how budget amounts have been calculated (e.g. how many flights from/to, level of effort from how many staff in what classifications, etc.) can be entered in the first column of the table under the title of each cost category.

Can organizations subcontract more than 20 percent of the total value of DFATD’s contribution?

No. As per Annex 2 (Article 1.4.2) of the application form, the total for subcontracting shall not exceed 20 percent of the total value of DFATD’s contribution; however, please note that in a consortium, a partner(s) is not considered a subcontractor, and therefore, this rule would not apply.

Is the applicant required to provide budgets from all members of the consortium or only the lead organization?

The applicant must provide a fully costed budget that covers all project activities.

What indirect costs are allowed for international organizations?

Indirect costs are those that cannot be obviously traced to a specific program/project, which means all indirect costs associated with the organization’s Canadian office(s).

Do we need to include letters of support from government entities?

No.

Do we need to submit partner agreements for sub-contractors? Sub-grantees?

It is not mandatory under this call for proposals to provide a partnering agreement with the application form; however, DFATD may request a copy of the partnering agreement.

Can we add any additional annexes to the application that we might find supportive for the application?

Yes. But only the information provided in the application form will be used for the assessment

Can the organization add immediate outcomes and/or outputs per immediate outcome? If so, how do we add this information in the application form?

The logic model in the application form allows applicants to add immediate outcomes and add outputs per immediate outcome. The intermediate and ultimate outcomes for this program are set and cannot be changed. The projects must contribute to the achievement of at least one of the three intermediate outcomes and align with the ultimate outcome. Organizations are responsible for proposing components of the immediate outcomes, outputs and logic model activities in order to help achieve the intermediate and ultimate outcomes.

Are United Nations organizations required to submit the forms, including proof of an organization’s legal status as well as financial statements within the past 30 months?

Yes. All applicants must meet all eligibility requirements.

Can you provide a copy of a draft funding agreement from DFATD?

At this time, DFATD has not published its contribution agreement template; however, the general terms and conditions are published on the DFATD website under Contracting Publications.

How do you define a consortium?

A consortium is a temporary alliance of distinct parties, persons, businesses, organizations, or states for a common purpose.

The Moroccan government recently conducted a process that regularized the legal status of approximately 18,000 immigrants in Morocco, among them many women who struggle to develop livelihoods or enter the labour market. Would this group (i.e. recently regularized immigrant women in Morocco) qualify as beneficiaries for this call for proposals?

As Canada’s development assistance responds to the Government of Morocco’s development priorities, organizations should ensure that the proposed initiatives take into consideration and align with the Government of Morocco’s relevant sector strategies and plans (e.g. the national employment strategy). Organizations should consult the government and local communities during the planning and development of their proposal to ensure the project design appropriately responds to the local context. This includes any discussions related to the intended beneficiaries of the project.

As part of the International Organization for Migration’s migration and development work, we frequently engage with Moroccan expatriates and diaspora associations (such as the Moroccan Association of Toronto) to support socio-economic development in Morocco through investment, skills transfer, professional networking, trade facilitation, etc. Can funding through this call for proposals be used to contribute to or enhance initiatives in collaboration with Moroccan diaspora groups even if this means some of the funding may be spent on activities in countries of destination rather than in Morocco itself?

The North Africa Development Program’s Women’s Economic Empowerment in Morocco call for proposals is designed to generate proposals for initiatives that support women’s empowerment for sustainable economic growth in Morocco.

Do applicants have to send all documents in one email?

No. Due to size limitations (20 MB per email message), applicants can send required documents in separate emails to correspondence.moroccocall@international.gc.ca. Applicants should indicate the call for proposals title, lead organization's name, and number of the email in the subject line (for example, Women's Economic Empowerment in Morocco Call for Proposals, organization name, email 1 of 2). Please note, all documents must be submitted before the closing deadline of October 21, 2015, 3 p.m. Eastern Time (UTC-4).

In the Frequently Asked Questions, one of the answers says that micro-loans are not allowed. It is not clear how this relates to the statement in the project objective in relation to "financial and non-financial services." Can you please clarify?

DFATD funds cannot be used for microloans; however, they may be used to support activities that facilitate access to financial services (e.g. developing financial products that meet the needs of women) and non-financial services (e.g. business development services/training).

Section 1.6.4 of the Call for Proposal outlines that Other Training Costs qualify as Reimbursable Costs and defines these as "actual and reasonable costs related to training sessions, development of courses, consultations such as off-campus classroom space rentals, computers and networking, books, manuals, course materials, translation of courses and materials, meeting costs and any other expenses required to implement these activities, which are not included in the above categories but have received DFATD’s prior written approval." Can the Crown please clarify whether these Other Training Costs would be considered subcontractor services or regular expenses incurred by the lead organization?

The training costs can include the fees of the trainings necessary for the delivery of the training activity. Those amounts are not to be included under the subcontracting line item.

Are the tables 1 through 8 in the application form (logic model, performance management framework, risk response strategy, plan for activities, budget by eligible cost, budget by activity, summary budget, examples of current or past initiatives) counted toward the 27-page limit?

Yes. Please refer to the official page counter at the top of the Application Form. This page counter counts characters as they are entered in the various tables and text boxes within the form, and performs a calculation that provides a page count. The page counter is the true indicator of the number of pages, and applicants should not exceed the number of pages allowed in the form. The content already in the application form when applicants download it from the DFATD website is not counted in the total page count allowed.

Where should the cost of international sub-contractors be included? Under Canadian or Local sub-contractors?

Applicants may indicate the cost of international subcontractors under Canadian subcontractor

Can DFATD assist organizations in finding a Canadian partner to form a consortium?

No. Organizations submitting applications are responsible for any consultation with Canadian partners.

Is it possible to get a copy of the application form in a format other than PDF?

No. In order for organizations to apply in response to the call for proposals, the application form posted on the call page must be used. Please see the help page on this subject.

Will the projects funded by DFATD under this call for proposals operate in the country under a Memorandum of Understanding with the Government of Egypt?

Is the use of a sub-grant mechanism (as an alternative to subcontracting) permitted between lead applicant and consortium members?

The lead organization can enter into a sub-agreement with consortium members, provided the sub-agreement defines the roles and responsibilities of the members while working on the project and does not include profit. (Refer to Annex 2, Article 1.9 – Information on Eligible Costs)

In Table 5, the budget template, “Fees – Subcontractors” item, lines are only provided for Canadian and local subcontractors. Where should subcontractors that do not fall within either of those categories (i.e. non-Canadian and non-Moroccan) be budgeted?

Subcontracting fees, whether Canadian, local or international, should all be listed under “fees-subcontractors”

Is engaging Canadian organizations or Canadian private sector mandatory?

Engaging Canadian organizations and engaging the private sector (local or Canadian) are two of the eleven established assessment criteria for this call for proposals and are explained further in the application form.

What is the difference between the two Intermediate Outcomes:
- Increased productivity and job opportunities generated by women entrepreneurs - Increased employment of women by businesses

The outcomes differ depending on who is creating change in opportunities and economic benefits. In the first outcome “Increased productivity and job opportunities generated by women entrepreneurs”, it’s women entrepreneurs producing the change; and in the second one “Increased employment of women by businesses” it’s businesses producing the change.

Does the call for proposals exclude the demographic under the age of 18?

No, the call does not exclude women under the age of 18.

Does the call for proposals allow the applicant to offer the training expenses as a loan to the trainees who would then have to repay (through instalments) once they are employed?

Proposals should outline strategies for ensuring sustainability of results. Projects that envision collecting revenues from beneficiaries must ensure that there is no profit associated with such revenues.

Can the funds be used locally as micro loans to promote sustainability?

DFATD funds cannot be used for micro loans; however, they may be used in support activities associated with the micro loan component (e.g. for training loan recipients).

How specific can the proposal be with respect to identifying variations in micro-environments/between villages?

The applicant is responsible for project design. Depending on the rationale for variations within the project and the scope of impacts on implementation, monitoring and results, it might be appropriate to mention these variations in relevant places in the application. Please be sure to review the assessment criteria for further guidance on what DFATD will look for in its assessment of the application.

Can the funds be used for capital projects (e.g. training centres for business skills)?

Projects can include construction components if they are deemed necessary to the achievement of the project results.

We already started filling out the application form that was posted at the beginning of the call. Do we have to download the new form published on August 19, 2015 at 11:45 EST and transfer all of the content over?

Yes. There was a technical issue with the original version of the application form that was posted. It is in your best interest to use the new application form published on August 19, 2015 at 11:45 EST.

Is the five year organizational experience criteria limited to experience in Morocco or in any country?

In order to be eligible for this call, applicants must have at least five years of organizational experience in managing and delivering initiatives related to international development in any country.

In the case of a registered INGO with more than 5 years of experience which has a local registered 100% owned subsidiary with less than 5 years’ experience, is the local entity eligible for application?

All organizations, whether local or international, who apply alone or as the lead organization to a consortium, must meet the minimum eligibility requirements which are listed in the application form. Local organizations that do not meet the eligibility criteria may form a consortium or a partnership arrangement with other larger organizations. Only the lead organization in the application of a consortium must meet all of the eligibility requirements.

What would be the expected time required between the submission deadline and the beginning of the project?

Following DFATD’s overall assessment process of the submitted proposals, organizations will be informed of a decision pertaining to their proposals by email, and subsequently, through an official decision letter sent by mail.

Are United Nations organizations eligible to apply as part of a consortium or as lead organization?

Yes, international organizations and non-Canadian entities that meet the eligibility requirements may apply as part of a consortium or as the lead organization.

The percentage of cost-sharing is not indicated on the Call for Proposals. Will an organization be disadvantaged if it can only contribute 5% versus an organization that can contribute 15%?

Although the applicant organization is not required to provide a contribution, it is strongly encouraged to do so. From the proposals that meet all of the assessment criteria, DFATD will determine which proposals or group of proposals best align with its priorities. The organization’s contribution could be considered at this stage.

If we intend to get this project co-financed by an European donor, does this amount correspond to « in kind» or «other organization» in the budget?

The funds from other sources of funding for the project should be listed under the column "other organization" in the budget.

Can applicants submit multi-country proposals that would include Morocco, Jordan and Egypt?

DFATD will not be accepting multi-country proposals; however, eligible applicants are welcome to submit a proposal for each respective country under the Call for Proposals for Women’s Economic Empowerment. An organization wishing to do so must be capable of carrying out the work in all of the proposals in which it agrees to take part and of doing so simultaneously in the event that all or some of these proposals are accepted.

When referring to past initiatives in "Table 8 – Examples of Current or Past Initiatives," under subsection "9.3 Relevant Application Experience," are there restrictions relating to how recent the past initiatives must be?

There are no restrictions on how recent your examples of past initiatives must be. Please note that these examples will be used to help assess "Criterion 9: Organizational ability relevant to the initiative."

I am the head of a small local organization in Morocco, and I see that local organizations are eligible to apply to the call for proposals. But my organization is small and does not have the capacity to implement a project between C$3,000,000 and C$10,000,000, (the amount DFATD has specified for the proposals it will review). What are my options?

All organizations, whether local or international, who apply alone or as the lead organization to a consortium, must meet the minimum eligibility requirements which are listed in the application form. In addition, the call specifies that DFATD will review proposals requesting between three million dollars (C$3,000,000) and ten million dollars (C$10,000,000). Local organizations that do not meet the eligibility criteria, or do not alone have the capacity to implement this scale of funding, may form a consortium or a partnership arrangement with other larger organizations. Only the lead organization in the application of a consortium must meet all of the eligibility requirements. Is there a limit to the number of applications an organization may be part of as a non-lead member of a consortium?

No. There is no limit to the number of applications an organization may be a part of as a non lead member of a consortium. However, the organization must be capable of carrying out the work in all the proposals in which it agrees to take part, and of doing so simultaneously in the event that all or some of those proposals are accepted.

Will successful applicants be expected to budget for an independent impact evaluation of the initiative, or will DFATD be conducting this, external to the application process?

Applicants are not required to plan or budget for an impact evaluation. However, should applicants wish to plan or budget for an impact evaluation, they must demonstrate that their proposed monitoring and evaluation plans are commensurate to the scope and value of their proposed initiatives.

DFATD may also undertake external evaluation activities related to the portfolio of initiatives selected through this Call for proposals.

Are organizations allowed to submit a proposal if they already have an active project(s) or a project(s) under review with other branches or divisions of DFATD?

Yes. DFATD is allowing organizations to submit a proposal, even if the organization has a current project(s) or a project(s) under review with other branches or divisions of DFATD.

How many times can an organization apply to the Women's Economic Empowerment in Morocco call for proposals?

Organizations, whether individually or as the lead organization of a consortium, may submit only one application.

If I submit a proposal in response to this call for proposals, will this prevent me from submitting proposals in future?

No. Submitting a proposal in response to this call for proposals will not prevent you from submitting proposals in response to future calls for proposals.

Is it possible to submit an application as a consortium?

Yes, as long as the lead organization meets all of the eligibility criteria.

Other than the lead applicant of a consortium being required to meet all eligibility requirements, are there principles or rules applicable to a consortium application?

There are no other principles or rules applicable to a consortium application.

Must local partner organizations be headquartered only in the developing country, or can they operate in the country while being headquartered elsewhere?

Local partner organizations must have an established presence in the country where the project will be executed but are not required to be headquartered in that country.

Are private sector organizations, universities, colleges and volunteer-sending organizations eligible to apply?

Yes. Any organization, entity or institution (academic, non-governmental or private sector) that meets the eligibility requirements set out in the application form may apply. Please consult the Eligibility Requirements section of the Application Form.

Can an applicant submit a proposal with some parts (including annexes) in English and other in French?

Yes. Applicants can submit their proposals and annexes in either English or French or a combination of the two.

Is the call for proposals a tender in which all applications will be opened at the end of the tender and assessed on merit, or will the applications be assessed on a first-come, first-served basis?

The call for proposals is not a tendering process. After the deadline for submissions, however, we will assess, on a comparative basis, all proposals that have met the eligibility criteria as stated in the call for proposals.

Can the project receive 100 percent financing from DFATD, or is there a minimum percentage that the applicant must contribute?

DFATD does not have a defined minimum cost-sharing percentage for this call for proposals. However, you are strongly encouraged to indicate any contribution by your organization to the initiative, whether it be a cash or in-kind contribution.

Are there guidelines on the proportion of funding for in-kind versus cash cost-sharing contributions?

Contributions can be provided as cash, in-kind or a combination of both. There are no guidelines on the proportion; however, in-kind contributions cannot come from assets transferred from previous DFATD-supported projects.

What do you mean by “in kind” contribution?

The in-kind contribution is related to materials, goods, services or time to which a dollar value can be attributed and that would otherwise be purchased and paid for by the organization. To be eligible, the in-kind contribution must be provided for eligible direct costs and be contributed at no cost or other compensation. An in-kind contribution must be based on a fair value. Fair value is an amount that would be agreed upon by informed parties dealing at arm's length in an open market. Its value must be accepted by DFATD. In-kind contributions must be identifiable, verifiable and auditable throughout the initiative's life cycle.

DFATD does not recognize unpaid overtime by salaried employees of the organization or any other person working on the initiative as an in-kind contribution.

Could staff salary be considered as an in-kind contribution?

The staff salary paid by the lead organization cannot be considered as an in-kind contribution because it is a disbursement from the lead organization. This would be a cash contribution.

In the case of projects managed by a consortium, if non-lead members of the consortium provide the time of their employees without compensation from the lead organization, this can be considered as in-kind contribution. (Note: It must be a direct cost to the project and timesheets must be kept for auditing purposes.)

Overtime provided by employees without remuneration is not accepted as an in-kind contribution.

Is there a minimum budget requirement for the total project cost?

There is no guideline on preferred sources of data. Applicants should use reliable, current and appropriate data for their proposals, and should cite their sources.

Applicants are requested to submit an anti-corruption policy or statement in addition to a signed anti-corruption declaration form. What constitutes an acceptable anti-corruption statement?

Anti-corruption statements will be assessed on a case-by-case basis. If an organization does not have its own anti-corruption statement, it may either provide a similar document or demonstrate that it adheres to the anti-corruption policy of a recognized association or agency.

Are applicants able to propose adjustments to the logic model?

The ultimate and intermediate outcomes are set for this program and cannot be changed or adjusted. Projects must align with the ultimate outcome and contribute to the achievement of at least one of the three intermediate outcomes. Applicants are responsible for proposing the immediate outcomes, outputs and activity elements of the logic model in a manner that supports the achievement of the established intermediate and ultimate outcomes.
