Charter of the Organisation Internationale de La Francophonie

The first Charter of La Francophonie was adopted in Marrakech, Morocco, in 1996 during the annual Ministerial Conference of La Francophonie. It gave the organization's institutional system the legal underpinning it lacked. The Charter was revised at the Hanoi Summit in 1997, and a second time in 2005 on the occasion of the Ministerial Conference of La Francophonie, held in Antananarivo (Madagascar).

Under the Charter of La Francophonie, the Organisation internationale de la Francophonie (OIF) recognized role is to implement the cooperation programs developed by the summit. The Charter also recognizes four other organizations as having the role of direct summit operating agencies: the University Agency of La Francophonie, TV5, Senghor University of Alexandria, and the International Association of Francophone Mayors. These organizations have been officially mandated by La Francophonie authorities to conduct multilateral cooperation activities in specific areas.
