Ministerial Preparatory Conference on Haiti

The Government of Canada hosted a Ministerial Preparatory Conference with foreign ministers from the Group of Friends of Haiti, major donors and key regional and multilateral partners engaged in Haiti. The conference was held in Montreal on January 25, 2010, and was chaired by Canada’s Minister of Foreign Affairs, the Honourable Lawrence Cannon.
Haitian Prime Minister Jean-Max Bellerive expressed his support for the conference and was in attendance.
In addition, Canada co-chaired the International Donors’ Conference Towards a New Future for Haiti on March 31, 2010. The United States and the United Nations co-hosted this meeting which took place at the United Nations in New York.
Objectives of the conference
Coordinated assistance from the international community will be key to making a difference in Haiti as the country confronts unprecedented immediate and long-term challenges.
This preparatory conference contributed to establishing a clear and common vision within the international community for the early recovery and longer-term reconstruction of Haiti. This meeting was the first step in reaching that goal, and preparing for a larger reconstruction conference on Haiti that will take place in coming months.
The conference discussed the immediate issues of the current humanitarian situation and coordination of international relief and recovery efforts.
In addition, the conference provided an opportunity to assess the present state of affairs in Haiti and ensure that the UN is fully supported to focus international efforts to help the Haitian people meet the current challenges as they prepare for long-term stabilization and reconstruction.
Foreign ministers and delegates from the following countries and organizations attended the conference:
- Group of Friends of Haiti: Argentina, Brazil, Canada, Chile, Costa Rica, France, Mexico, Peru, United States and Uruguay
- Other major donors and key regional and multilateral partners engaged in Haiti: Japan, Spain, European Union
- Neighbouring Caribbean country: Dominican Republic
- International organizations: United Nations, World Bank, International Monetary Fund, Caribbean Development Bank, Organization of American States, CARICOM, International Monetary Fund, Inter-American Development Bank
Beyond these countries no “observer” category was contemplated. Additional donors and international organizations were encouraged to participate at the larger-scale donor coordination conference that will take place at a later date.
The Ministerial Preparatory Conference also provided the opportunity for exchange of information with key non-governmental organizations active in Haiti.
The conference was held at International Civil Aviation Organization (ICAO) Headquarters in Montreal. Montreal is home to a vibrant Haitian Diaspora community that is among the largest in the world.
