Appointment to International Civil Aviation Organization

(No. 252 - September 2, 2011 - 11 a.m. ET) Foreign Affairs Minister John Baird and Minister of Transport, Infrastructure and Communities Denis Lebel today announced the appointment of Mark Allen as Canada's next permanent representative to the International Civil Aviation Organization (ICAO).

ICAO was created in 1944 to promote the safe and orderly development of civil aviation throughout the world. It sets standards and regulations, and develops guidance material touching on a number of important areas, including safety and security.

Located in Montreal, ICAO serves as the premier forum for cooperation in all fields of civil aviation among its 190 member states and other relevant organizations.

Biographical Note

Mark Allen (BA Honours [Political Science and French], University of Western Ontario, 1993; MPhil [International Relations], University of Cambridge, 1994; PhD [International Relations], University of Cambridge, 1997) has been director of international relations at Transport Canada since 2007. Prior to that, he worked at Foreign Affairs and International Trade Canada as a foreign service officer in the political stream. He served in Rwanda and the United Kingdom and advised on Canada's relations with the Middle East. He also worked as a development officer at the Canadian International Development Agency. Mr. Allen succeeds Lionel Alain Dupuis.
