Security passes for persons meeting diplomatic couriers at the Lester B. Pearson International Airport.

Circular Note No. XDC-1352 of June 26, 2000

The Department of Foreign Affairs and International Trade presents its compliments to the Heads of Diplomatic Missions accredited to Canada and has the honour to inform them of the procedures required to obtain security passes for those meeting diplomatic couriers at the Lester B. Pearson International Airport only.

Consular Posts in Toronto which require access to diplomatic couriers at the Lester B. Pearson International Airport may be eligible to obtain a maximum of two (2), photo identified, non-transferable courier passes for designated accredited personnel assigned at the post.  These passes are to be used by the designated individuals for meeting diplomatic couriers only.  To receive courier passes, consular posts will be required to complete application forms which are available from the Security Office at the airport. All applications must be forwarded to the Office of Protocol of the Department for authorization after which they will be forwarded to the responsible official at the airport in Toronto.  Once received and approved, the airport official will issue a photo-identified pass to the designated individual.  The use of courier passes will be monitored by officials at the airport and may be revoked if misused.

The Department of Foreign Affairs and International Trade avails itself of this opportunity to renew to the Heads of Diplomatic Missions accredited to Canada the assurances of its highest consideration.
