About the New Department of Foreign Affairs, Trade and Development

Circular Note No. FTRN-001 of July 11, 2013

The Department of Foreign Affairs, Trade and Development presents its compliments to Their Excellencies the Heads of Diplomatic Missions and notified Chargés d’affaires, a.i. accredited to Canada, the Permanent Representatives to the International Civil Aviation Organization, and the Heads of International Organizations and other Offices established in Canada,  and has the honour to notify them of the amalgamation of the Department of Foreign Affairs and International Trade and the Canadian International Development Agency, effective June 26, 2013, upon the granting of Royal Assent to the Department of Foreign Affairs, Trade and Development Act. This Act may be found at http://www.parl.gc.ca/HousePublications/Publication.aspx?Language=E&Mode=1&DocId=6249902&File=194, section 174.

The Department has the further honour to confirm that its new legal name is the Department of Foreign Affairs, Trade and Development. This will henceforth be reflected in all correspondence originating from the Office of Protocol and becomes the correct form for use in all legal documents. Meanwhile, for other uses, the applied name for the new Department is Foreign Affairs, Trade and Development Canada. In both cases, the correct acronym is DFATD.

Under the Act, the new Department is the legal continuation of the former Department of Foreign Affairs and International Trade. At the same time, the Act provides for the continued execution of any contract, lease, license or other document to which CIDA was a party on June 26, 2013. Legal undertakings in effect with either DFAIT or CIDA as of the date of amalgamation accordingly remain in effect under the aegis of the new Department.

The responsibilities and mandates of DFAIT and CIDA are essentially combined and continued in the new Department, along lines specified in the Act, but changes in process and structure can be expected over the course of the coming months. The Department will inform Their Excellencies periodically concerning the progress of such changes. For the present, contact may be maintained with existing interlocutors in the former DFAIT and CIDA, including the Office of Protocol.

Further information on the new Department can be found at its integrated Website: http://www.international.gc.ca/international/index.aspx.

The Department of Foreign Affairs, Trade and Development avails itself of this opportunity to renew to Their Excellencies the Heads of Diplomatic Missions and notified Chargés d’affaires, a.i. accredited to Canada, the Permanent Representatives to the International Civil Aviation Organization, and the Heads of International Organizations and other Offices established in Canada, the assurances of its highest consideration.
