Pre-Arrival Notification, International Civil Aviation Organization (ICAO)
A New Service
All persons posted to Canada as foreign representatives or international civil servants must, as part of the accreditation process, submit a registration form after their effective arrival in Canada. The option of a pre-arrival notification is now available to ICAO for a faster accreditation process.
The pre-arrival notification step does not exempt persons from normal entry visa requirements. Therefore, citizens of a country that require a visa to enter Canada must apply for one prior to entry.
Who can Submit the Form Prior to Arrival in Canada?
To be eligible to submit a pre-arrival notification, you must meet one of the categories below:
- President of the Council, Secretary General, and other Senior Officials and Officials of ICAO posted in Canada
- Member State Representatives to ICAO posted in Canada
- Members of the Administrative and Service Staff of the Member States missions at ICAO
How to Apply and Where to Send the Pre-Arrival Notification
Pre-arrival notifications must be made using the form below:
All fields of page 1 of the form must be filled, with the exception of:
- Date of Arrival in Canada
- Port of Entry
- Signature of the Head of Mission
The applicant must sign at the bottom of page 2 of the form.
The form must be submitted to the Office of Protocol prior to arrival in Canada, either by fax at 613-943-1075 or via e-mail at Office of Protocol.
Once in Canada, the accreditation (i.e. the process by which the Office of Protocol issues the multiple-entry Acceptance and matching Identity Card) should be requested through the ICAO Secretariat.

The Accreditation Unit is open from 8 a.m. to 4 p.m., Monday to Friday. It is closed on statutory holidays.
