Mr. David Bishop (U.S. citizen). Through a wholly-owned Canadian corporation, Destinations Saumon Gaspésie Inc., Mr. Bishop operated an outfitting business in the province of Quebec. The Investor's outfitting business involved the scheduling, organizing, and offering of services related to fishing and hunting trips in the Province of Québec, particularly, the Gaspé Peninsula.

Mr. Bishop filed a Notice of Intent to Submit a Claim to Arbitration on October 17, 2008, but did not file a Notice of Arbitration.

Factual overview and nature of the claim

Mr. Bishop claimed that changes made in 2006 by the Québec government to the lottery system used to issue fishing licenses on certain rivers in the Gaspé peninsula caused him to suffer damages. These changes were undertaken by the Québec Wildlife Ministry, which the investor alleged, had the authority to offer compensation to the investor. The investor alleged that despite promises being made by the Québec Wildlife Ministry to ameliorate any damages caused by the lottery system, the government never compensated or otherwise resolved injuries to the investor. As a result, the investor sold his company at a loss of $1 million USD.
