Grants and Contributions in Aid of Academic Relations
The Academic Relations Program aims to strengthen Canada’s global engagement and partnerships, improve awareness of Canadian policies and priorities, and facilitate Canada’s prosperity through academic cooperation and collaboration. International education fuels people-to-people ties crucial to Canada’s long-term success in an increasingly interconnected global economy. The program offers grants and contributions to support a range of international education initiatives, including learning, research, scholarships, academic relations cooperation, and dialogue.
How to apply for funding
There are two ways to apply for funding through the Academic Relations Program:
- participate in a call for proposals; or
- submit an unsolicited proposal, subject to availability of funding.
- Global Affairs Canada considers unsolicited proposals from Canadian and international organizations, associations, or institutions with an independent legal status. Crown corporations are not eligible.

Unsolicited proposals: application process
- Download and complete all sections of the Application form (PDF).
- Download and complete all sections of the Budget form (PDF).
- Prepare the following supporting documents:
- proof of legal status; and
- financial statements (audited preferred) for the past two fiscal years.
- Email the completed forms and the required supporting documents in English and/or French to ARP-proposals-propositions-PRA@international.gc.ca.
Proposals will only be considered if they
- are submitted by eligible organizations;
- use the provided Application and Budget Forms and are emailed to ARP-proposals-propositions-PRA@international.gc.ca; and
- are complete (that is, include completed Application and Budget Forms, and the required supporting documents).
Eligible proposals will be assessed against the following criteria
- alignment with the Academic Relations Program;
- alignment with Government of Canada and Global Affairs Canada priorities;
- organizational capacity and expertise;
- feasibility and cost-effectiveness; and
- risk and performance management plans, and sustainability of results.
Regardless of the assessment outcome, project support depends on the availability of funds. The submission of a proposal does not guarantee funding.
