Citizenship Services

If you would like to apply for a certificate of Canadian citizenship for yourself or for your child born outside Canada to a Canadian parent, please review the Changes to citizenship rules and check if you or your child may be a citizen.

If you were born outside of Canada to a Canadian parent before December 15, 2025, you may be a Canadian citizen if your parent was also a Canadian citizen when you were born.

If you were born outside of Canada on or after December 15, 2025, to a Canadian parent also born outside of Canada, you may be a Canadian citizen if:

  • your parent was also a Canadian citizen when you were born and,
  • your Canadian parent spent at least 1,095 days in Canada before you were born

How to apply

First check if you can apply online. If you are not eligible, you must complete a paper application and mail it, along with all required documents, to the address below.

Requirements:

  1. Form CIT0001 completed and signed. Please make sure you include your email address in your forms. You may wish to choose the electronic certificate for faster processing and quicker receipt of your citizenship certificate.
  2. Your birth certificate (clear colour copy) + a translation into English or French by a sworn translator.
  3. Canadian Parent/s’ Proof of Canadian citizenship (Canadian birth certificate or citizenship card) (clear colour copy).
  4. If claiming citizenship through a grandparent (and only if your parent does not have proof of citizenship): proof of Canadian citizenship of your Canadian grandparent (colour copy) + the birth certificate of your parent (colour copy) + translation
  5. Two pieces of valid identification (Paraguayan cédula, passport, drivers’ license)
  6. Citizenship photos. Photos instructions are attached to the form. It is your responsibility to check that the photos comply with the specifications.
  7. Receipt of fees (CAD 75) paid. Pay your application fees online before you apply for citizenship services.
  8. For those born abroad on or after December 15, 2025 in the second or subsequent generation, proof that your Canadian parent spent at least 1,095 days in Canada before you were born will also be required (Cit0555).

About the process

IRCC will send you an acknowledgement of receipt (AOR) letter or email to inform you that your application has been received and that it is complete. Your acknowledgement of receipt letter will include your unique client identifier (UCI) and an application number that you can use to check your application status online. Be sure to check your junk mail/spam e-mail folder to see if your letter has been sent to that mailbox.

The Consulate cannot provide updates by phone or email on citizenship applications that have been submitted.

Notarial services

The Honorary Consulate in Asuncion provides certain notarial services on an appointment-only basis. Please be advised that only clients with an appointment will be accepted for in-person services.

Documents issued in Paraguay to be submitted in Canada

If the institution where the document will be submitted in Canada requires an apostille, please contact:

When requesting the service, you may wish to clarify that you require an apostille (in lieu of another type of authentication) as Canada has now joined the Apostille Convention.

Documents issued in Canada to be submitted in Paraguay (or in other countries who are signatories of the Apostille Convention) should bear the apostille.

How to obtain an apostille certificate on a Canadian document:

  1. Original birth, marriage and death certificates issued in all provinces in Canada. The Honorary Consul may deliver apostille certificates.
  2. Original Criminal Record Checks issued by the RCMP in Ottawa. The Honorary Consul may deliver apostille certificates.
  3. Public documents issued inthe following provinces: Manitoba, New Brunswick, Newfoundland and Labrador, Northwest Territories, Nova Scotia, Nunavut, Prince Edward Island and Yukon. Please send your scanned document to asuncion@international.gc.ca to verify if the Consulate may issue an apostille.
  4. Public documents issued in other provinces: Ontario, Quebec, BC, Alberta, Saskatchewan. For public documents (other than vital statistics documents) issued in these provinces, please contact the responsible provincial authority in Canada.

Attestation of signatures / affidavits

A consular officer may witness /attest your signature on a document to be presented in Canada (appointment required)

The Consulate does not offer certain services which can be provided by notaries public (list of local providers available).

Passport services

You can pay online for all your passport services before completing your passport application.

The Consulate of Canada in Paraguay provides consular and passport services on an appointment-only basis. Please be advised that only clients with an appointment will be accepted for in-person services.

Simplified renewal / Adults only

See if you are eligible for Simplified Renewal.

If you qualify, please submit the following:

  • Form PPTC 482;
  • Your most recent passport;
  • Proof of payment of the required fee or credit card authorization (we no longer accept cash);
  • Two (2) recent identical photos

General application (adults)

If you do not qualify for renewal, you must submit the general application.

  • Form PPTC040 completed and signed by an eligible guarantor;
  • Original proof of Canadian citizenship (Canadian birth certificate or citizenship certificate);
  • Valid id (Canadian, Paraguayan, etc.) / original or photocopy signed by the guarantor;
  • Previous Canadian passport (original);
  • Proof of fee payment;
  • Two (2) recent identical photos (one of them signed by the guarantor)

Children (under 16)

Please submit the following:

  • Form PPTC042, completed and signed by an eligible guarantor;
  • Original proof of Canadian citizenship (Canadian birth certificate or citizenship certificate);
  • Valid id (Canadian, Paraguayan, etc.) of the child and both parents / original or photocopy signed by the guarantor;
  • Previous Canadian passport (original);
  • Original long firm birth certificate including the names of the parents. If the birth certificate is not in English or French, please enclose translation;
    • Instructions for the translator: he/she must indicate his/her address, telephone number, e-mail address and the Organization to which he/she belongs (for example: Corte Suprema). Non certified translators must complete Statutory Declaration for Translators [PPTC 659 E]
  • Proof of fee payment (no cash accepted) or credit card authorization;
  • Two (2) recent identical photos (one of them signed by the guarantor)

Lost / Stolen Passports

If your passport was lost or stolen, please contact the Honorary Consulate within office hours or the Operations Centre outside office hours. Please provide your next destination and expected travel date.

Requirements for first lost/stolen passports:

  • PPTC 482 (adults) - This form can only be used if you were over 16 when your lost/ stolen/damaged passport was issued

Please note that other requirements may apply to specific cases.

Passports lost and found: As soon as you report the loss or theft of your Canadian passport to the Canadian government, it is automatically cancelled. If you find it, you will not be able to use it.
