Adoption and surrogacy

Adoption

International adoption from Ukraine remains suspended due to the ongoing full-scale invasion and martial law.

Surrogacy

If you plan to visit Ukraine, despite the travel advisory published by the Government of Canada, for the purpose of commissioning surrogacy, you should consider the potential challenges involved in pursuing international surrogacy.

Before beginning the process, it's your responsibility to:

  • understand the local legal requirements, both in Ukraine and in your province or territory in Canada.
  • ensure you can legally exit Ukraine with your newborn.
  • seek independent, specialized legal advice before entering any agreement.

Notarial services

You should first seek notarial services from local notary publics or lawyers, as they are legally authorized to perform these tasks in their respective countries.

This office provides limited notarial services (fees apply) that do not require in-person visits. Services are available to Canadian citizens and, in limited cases, to non-Canadian citizens if the documents were issued in Canada. Notarial services are not considered primary services and are only provided when the time and resources of the Mission allow and are subject to consultation with headquarters. Consular officers may deny notarial services. For additional information, please contact us at kyiv.consular@international.gc.ca.

As of January 11, 2024, if your Canadian documents need to be legalized or authenticated for use abroad, you must apply for an apostille. See Changes to authentication services in Canada for more information.
