Duty-Free access to Beef and Veal originating from CPTPP member countries starting January 1, 2023 – Message to Industry

Under the Canada Tariff Elimination Schedule of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the out of access tariff on imports into Canada of fresh, chilled or frozen beef and veal originating from CPTPP member countries will be fully eliminated on January 1, 2023.  Beef and veal which meet the rules of origin and other relevant requirements provided in the CPTPP will become duty-free as of this date.

As of January 1, 2023, imports of fresh, chilled or frozen beef and veal from CPTPP member countries will be eligible to be imported into Canada under the existing country-specific and MFN reserves of the beef and veal WTO TRQ or under the provisions of CPTPP, provided that they meet the relevant requirements for the selected tariff treatment.  For beef and veal imported from CPTPP member countries, importers can apply for a shipment specific permit under the WTO TRQ or cite GIP100 on their import documentation to receive duty free treatment.  An allocation under the WTO TRQ, and a shipment specific permit are required for imports made on a non-preferential basis under the WTO TRQ.
