Canada’s supply-managed tariff rate quotas (TRQs)
Import controls represents one of three “pillars” of Canada’s supply management system. Under the Export and Import Permits Act, Global Affairs Canada manages Canada’s market access commitments for supply-managed goods through a series of tariff rate quotas (TRQs) which allow for the import of a pre-determined volume at lower (within-access) rate of duty. Imports over these pre-determined volumes are normally subject to higher rates of duty.
