Report of the Committee on the Mutual Recognition of Professional Qualifications to the Joint Committee

January 31, 2022 (by videoconference)

Eighth Round of Negotiations on an Agreement between the EU and Canada on the Mutual Recognition of Professional Qualifications of Architects

The eighth round of negotiations took place via videoconference on January 31, 2022. The Parties were represented by the European Commission on behalf of the European Union (EU), and Global Affairs Canada on behalf of Canada. Representatives of Canada’s Provincial and Territorial Governments attended as observers.
Further to Canada’s clarification that any supplementary courses other than the general local knowledge course required before recognition would be non-discriminatory and be part of continuous professional development, all elements of the draft text were agreed with the exception of how to reflect residency requirements in the MRA text.

Further to a Canadian proposal, the Parties committed to further discuss the residency matter at an intersessional meeting on February 24, 2022, which would prepare the 9th round of negotiations on March 10, 2022. The Parties expressed their hope that the text would then be finalised.
