I approve the rolling five-year Departmental Evaluation Plan of Global Affairs Canada for fiscal years 2025-26 to 2029-30, which I submit to the Treasury Board of Canada Secretariat as required by the Policy on Results and pursuant to section 42.1 of the Financial Administration Act.
As per Sections 4.3.15 of the Policy, I confirm that the following evaluation coverage requirements are met and reflected in this five-year Departmental Evaluation Plan, which:
- is informed by an annual evaluation planning exercise that includes consultation with the Treasury Board of Canada Secretariat
- clearly presents planned evaluation coverage, including coverage of organizational spending and the programs in the Program Inventory, during the planning period
- identifies and provides a rationale for the organization’s spending and programs in the Program Inventory that are not scheduled for evaluation during the planning period
- includes evaluations of all ongoing programs of grants and contributions that have five-year average actual expenditures of $5 million or greater per year
- includes all evaluations required by applicable legislation and as a result of commitments in submissions approved by the Treasury Board of Canada
- includes all evaluations requested by the Secretary of the Treasury Board of Canada
- includes all evaluation activities required to support centrally led evaluations or resource alignment reviews
I will ensure that this plan is updated annually, and I will provide information about its implementation to the Treasury Board of Canada Secretariat, as required.

Global Affairs Canada’s Five-Year Departmental Evaluation Plan outline
Evaluation supports the systematic collection and neutral analysis of evidence to examine the relevance, effectiveness and efficiency of departmental programs and services. Findings from evaluations support evidence-based decision making, continuous policy and program improvement, and contribute to accountability obligations by keeping Canadians informed of the results that have been achieved and the resources used to achieve them.
This document outlines Global Affairs Canada's five-year Departmental Evaluation Plan for the 2025-26 to 2029-30 period.
The plan adheres to requirements set out by the Financial Administration Act and the Treasury Board of Canada's Policy on Results. It has been developed through consultations with senior management, key working groups, and committees across the department.
The plan aims to establish an evidence base for decision-making, striking a balance between mandatory requirements related to program, policy, or funding decisions and the need for information and cross-functional learning.
The development of the five-year Departmental Evaluation Plan takes into consideration the following factors:

Achievements, approaches and innovation
During the 2024-25 fiscal year, the Global Affairs Canada’s evaluation team completed all 7 evaluations that were planned and contributed to 2 horizontal evaluation initiatives led by other government departments (OGD). GAC also actively supported the completion of 18 institutional assessments as part of the Multilateral Performance Network (MOPAN) 2023-2024 biennium assessment cycle, for which Canada was the institutional lead of 7. The 2 planned internal reviews for 2024-25 were reassessed and only 1 has been included in the current schedule for 2025-26. They are part of a new evaluative offering that is being piloted to enable the evaluation function to respond more quickly to key senior management priorities and information needs.
The evaluation team continues to use participatory and inclusive data-collection methods, including integrating feminist and empowerment approaches, where possible, to ensure that diverse voices are heard. The team also continues to invest time in developing and conducting high-value engagements linked to innovative evaluation products, such as the localization analysis framework, and by using Rapid Evidence Synthesis as a tool to leverage internationally accessible data to provide an evidence-base to contrast global best practices with the initiatives GAC has funded.
The evaluation function actively engages international stakeholders to promote evidence-based dialogue and coordination. It shares lessons to strengthen evaluation practices and participates in key networks, including MOPAN, EvalNet, GenderNet, and Nordic Plus. As a founding member of the Global Evaluation Initiative, Canada has helped advanced feminist and gender-focused approaches in evaluation, notably through a joint 3-year project to mainstream gender-transformative approaches across partner networks.
Evaluation innovations - Localization Analysis Framework
The Evaluation Division developed and piloted a localization analysis framework to strengthen the department’s evidence-base for locally led development programming. This tool has been used in 3 evaluations to date: the Canada Fund for Local Initiatives, Women’s Voice and Leadership program, and the Partnership for Gender Equality. The framework provides a systematic approach to assessing localization by gathering evidence and identifying barriers and enablers, offering valuable insights for program design, planning, monitoring, and reporting.

Next steps
The evaluation function continues to work with departmental stakeholders and international partners to bring localization issues and lessons to the forefront. The dimensions and insights generated by this tool are being used to inform the department’s efforts to develop a definition of localization and related policy guidance, in line with the Feminist International Assistance Policy (FIAP) and international commitments. The localization analysis framework has also been shared with stakeholders around the world through a series of presentations and webinars. It will continue to be developed further through use and consultations to maximize its relevance and usefulness.

Global Affairs Canada (GAC) works toward a more peaceful, prosperous and sustainable world by leading efforts to protect and advance Canada's interests in a complex global environment. It does so by managing diplomatic relations, promoting international trade, and providing consular assistance. GAC also leads international development, humanitarian, and peace and security assistance efforts and contributes to national security and the development of international law.
In compliance with the Treasury Board Policy on Results, GAC’s Departmental Results Framework (DRF) outlines 5 core responsibilities and internal services, the high-level results the department is seeking to achieve and how progress will be assessed.
The main estimates indicate an expected GAC expenditure of approximately $8.4 billion for programs, policies, initiatives, and services in the 2025-26 fiscal year.
In 2024-25, GAC underwent a reorganization with a view to create more effective and coherent policy development, programming and service delivery across the organization, including its network of missions. This reorganization has meant consolidating some functions and creating stronger linkages within the department, notably with a strong horizontal function within the geographical branches.
As a result, the more streamlined 2025-26 Program Inventory (PI) was developed to enhance the linkages to the internal accountabilities of the new organizational structure (see next page). The PI saw the number of programs being reduced from 43 (53 with Internal Services) to 8 (18 with Internal Services).
The Departmental Results Framework is currently undergoing a similar review to create a more streamlined and coherent framework that aligns with GAC’s organizational transformation.
GAC’s 2025-26 Program Inventory
The Treasury Board Policy on Results (2016) requires all government departments to establish, implement and maintain a Program Inventory (PI) connected to its Departmental Results Framework. In addition to planned mandatory and discretionary evaluations, all programs in the PI are encouraged by TBS to be evaluated periodically, where relevant. Through the yearly updates of the five-year Departmental Evaluation Plan, GAC is also required to report evaluation coverage (percentage of programs and organizational spending) against the PI and to justify what has been excluded and why.
The newly PMEC endorsed 2025-26 Program Inventory reduces the number of programs from 43 (53 with Internal Services) to 8 (18 with Internal Services). It is aligned with the new organizational structure to enhance linkages with internal accountabilities.

Resources
GAC’s evaluation function consists of 49 full-time equivalent (FTE) positions. As of June 1, 2025, only 80% of all funded positions were actively staffed due to vacancies, long-term absences and available funding. For the 2025-26 fiscal year, the annual salary expense is estimated at $4.7 million. The total operating and maintenance (O&M) budget is approximately $1.5 million.
Capacity to meet evaluation needs
In order to better meet evaluation requirements and departmental information needs, while maximizing resources and specialized expertise, GAC’s evaluation function consists of 2 distinct divisions with complimentary mandates to support evidence-based decision-making: the Evaluation Division (RRA), responsible for the conduct of evaluations; and the Evaluation Services and Learning Division (RRE), focused on maximizing learning from evaluation and helping to streamline processes and support services linked to corporate and decentralized evaluations.
The number of evaluation projects conducted each year will depend on their size and complexity. When fully staffed, the evaluation function is able to generate 6 to 8 evaluation reports annually, in addition to supporting institutional assessments of multilateral organizations through MOPAN. Evaluations are also often supported by external consultants and local evaluators who can complement the evaluation teams with technical and contextual knowledge and expertise. This 5-year evaluation plan ensures coverage of all main programs in the new Program Inventory and the Transfer Payment Programs that have not been subject to a recent evaluation or considered exempt. The plan includes several placeholder evaluations to allow for more time to identify strategic evaluations through department-wide consultations.
Enhanced evaluative offer
The evaluation function is piloting the conduct of more targeted internal reviews to allow it to be more responsive to key management priorities and other departmental information needs. These products are narrower in scope than regular evaluations, focus on a few pointed questions and are based on fewer lines of evidence. However, since they only take 4 to 6 months to complete, they can be a useful and more timely complement to corporate evaluations that often take 12 to 18 months to complete. The evaluation function will aim to conduct 1 to 2 internal reviews per year, as reflected in the 5-year evaluation plan schedule, which will be updated on a yearly basis based on consultations.
As the largest research team at Global Affairs Canada, the evaluation function also provides other services and develops multiple evaluation and learning products, guidance documents and tools. Moreover, it participates in many departmental working groups and international evaluation communities to share lessons from evaluations.
