Program Description
The Canada Fund for Local Initiatives (CFLI) is a program designed to support small-scale, high-impact projects in developing countries, which align with Canada’s Foreign Policy objectives and thematic priority areas for engagement. The program is directed at projects conceived and designed predominantly by local partners. In Guatemala and Belize, the projects are selected and approved by the Canadian Embassy and High Commission, following the guidance provided by Global Affairs Canada. The CFLI also contributes to strengthening Canada’s bilateral relations with Guatemala and Belize by contributing to civil society initiatives that support local priorities.
Organizations eligible to apply for CFLI funding
The majority of CFLI funding is to be directed toward local civil society organizations (including non-governmental organizations) and other institutions working at the local level. Other entities, such as international, intergovernmental, multilateral and regional organizations may be eligible for funding, provided they are working with local partners and on local projects that are consistent with the objectives of the CFLI. Similarly, municipal, regional and national government institutions may receive funding, provided that their projects are essentially local in nature. The CFLI is always looking to fund innovative projects that deliver measurable results.
Eligible recipients include:
- Local, national or community-based organization (non-governmental and not-for-profit)
- Local municipal, regional or national government institution or agency of the recipient country
- Local academic institution
- Canadian organization (non-governmental or not-for-profit) that is working on local development activities
- International or regional organization (non-governmental or not-for-profit) that is working on local development activities
- Intergovernmental or multilateral institution, organization or agency working on local development activities
Thematic priorities
It is expected that all projects align with at least one of the following thematic priorities that are consistent with Canada’s Foreign Policy:
- gender equality and the empowerment of women and girls.
- inclusive governance, including diversity, democracy, human rights and the rule of law.
- peace and security, with a focus on conflict prevention and building peace.
- human dignity, covering health, education and nutrition.
- growth that works for everyone, including women’s economic rights, decent jobs and entrepreneurship, investing in the poorest and most vulnerable, and safeguarding economic gains.
- environment and climate action focusing on adaptation and mitigation, as well as on water management.
Gender-based analysis
Canada’s Feminist International Assistance Policy advances gender equality and the empowerment of women and girls as the most effective way to reduce poverty and build a more inclusive, peaceful and prosperous world. In alignment with this policy, the CFLI project application process requires a gender-based analysis (GBA). The purpose of this is to enhance the gender equality outcomes of the CFLI program.
A GBA will require applicants to:
- consider how women, girls, men, and boys are affected differently by the problem their project is aiming to address, ensuring, at the same time, that the project does not cause harm.
- consult women and/or girls in the development of their project proposal.
- ensure that the views of those women and/or girls inform the project’s design.
Note that consultations can include, but are not limited to, speaking to women and girls from the local community, women and other individuals who work for civil society organizations that have worked in the local community, and female and male decision and change makers who have knowledge of the local community.
Inadequate completion of a GBA may affect the consideration of a proposal.
Eligible costs
The following project costs are eligible for CFLI funding:
- accounting costs
- administrative and overhead costs related to the project (overhead should not exceed 15% of total CFLI contribution)
- advocacy and lobbying related costs
- capital and/or operating expenditures related to the lease and/or purchase and/or building of infrastructure
- civic education costs
- conference and event expenditures
- costs of services received by recipients
- domestic travel expenses, using lowest fares possible but not exceeding full fare economy class
- environmental assessment costs
- facilities and equipment rental charges
- hospitality costs, excluding alcoholic beverages
- installation, maintenance, shipping and/or transportation costs, including fuel, computers and communication devices
- lease or rental of vehicles
- legal costs
- medical costs
- miscellaneous expenses integral to the project
- outreach, communication and information dissemination costs
- publishing costs
- radio and television broadcast fees
- research-related costs
- salary costs relating to the project
- security costs
- training and capacity building expenditures
- translation and interpretation fees
- vehicle and equipment operation, installation and/or maintenance
- website development and related costs
The following costs are not eligible for CFLI funding:
- assistance to military or paramilitary organizations
- core funding
- direct fiscal support to a government
- expenses incurred prior to the signing of the contribution agreement, or after it expires
- gifts
- luxury goods
- nuclear technologies and facilities

El FCIL es un programa diseñado para apoyar proyectos de pequeña escala y alto impacto en países en vías de desarrollo. Estos proyectos deben estar enfocados a responder a por lo menos una de las prioridades definidas por el Gobierno de Canadá, las cuales se describen más adelante.
El programa está dirigido a proyectos concebidos y diseñados predominantemente por socios locales. Los proyectos son seleccionados y aprobados por la Embajada de Canadá, siguiendo la orientación proporcionada por Global Affairs Canada. El FCIL también contribuye a fortalecer las relaciones bilaterales entre Canadá al contribuir a las iniciativas de la sociedad civil que apoyan las prioridades locales.
¿Quiénes pueden postular?
- Organizaciones locales y no gubernamentales o sin fines de lucro;
- Instituciones académicas locales que trabajen en proyectos locales;
- Instituciones internacionales, intergubernamentales, multilaterales y regionales, organizaciones y agencias que trabajen en actividades de desarrollo local;
- Instituciones municipales, regionales o gubernamentales nacionales u organismos en el país que trabajen en proyectos locales; y
- Organizaciones canadienses no gubernamentales y sin fines de lucro que trabajen en actividades de desarrollo local.
Gastos Admisibles
- Gastos administrativos y gastos generales relacionados con el proyecto;
- Gastos de capital y/o de funcionamiento relacionados con el contrato de arriendo y/o adquisición y/o construcción de infraestructura;
- Instalación, manutención, gastos de envío y/o costos de transporte, incluidos el combustible, las computadoras y dispositivos de comunicación;
- Costos de educación cívica;
- Gastos relacionados con conferencias y eventos especiales;
- Gastos de hospitalidad, excluyendo bebidas alcohólicas;
- Orientación y gastos de capacitación;
- Costos de servicios recibidos por los beneficiarios;
- Divulgación, comunicación y costos de difusión;
- Costos de evaluación ambiental;
- Gastos relacionados con la promoción y la defensa de los intereses;
- Gastos judiciales;
- Gastos de contabilidad;
- Gastos médicos;
- Gastos de publicación;
- Gastos asociados a transmisiones radiales y televisivas;
- Gastos de alquiler de equipos e instalaciones;
- Gastos relacionados con investigaciones;
- Gastos salariales directamente relacionados con el proyecto;
- Gastos de seguridad;
- Honorarios por traducción e interpretación;
- Gastos de viaje, utilizando las tarifas más bajas posibles, sin exceder el precio total de la tarifa económica;
- Renta de vehículos;
- Operación, instalación y/o mantenimiento de vehículos;
- Costos relacionados con el desarrollo de sitios web; y
- Diversos gastos, relacionados de forma integral al proyecto
Gastos Inadmisibles
- Tecnologías e instalaciones nucleares;
- Asistencia a las organizaciones militares o paramilitares;
- Regalos;
- Artículos de lujo;
- Apoyo fiscal directo a un gobierno;
- Financiamiento operativo o costos recurrentes de una organización (incluyendo salarios de personal permanente);
- Gastos incurridos con anterioridad a la firma del acuerdo de contribución;
- Viajes internacionales (sin el acuerdo de la Embajada obtenido previamente);
- Fondo rotativo (fondos usados para dar un avance a un préstamo, tales como proyecto de microfinanzas, por ejemplo).
