What we look for in unsolicited concept notes

We will only assess unsolicited applications if:

The cost of developing a full proposal can be significant. The concept note helps us identify when it is worthwhile to invite you to submit a full proposal. 

Even strong concept notes may not lead to an invitation. The project idea must provide unique value-added to the program. For example, elements of value-added:
