Global Arctic Leadership Initiative (GALI)
Rooted in Canada’s International Chapter of the Arctic and Northern Policy Framework (ANPF) and Canada’s Arctic Foreign Policy (AFP), GALI promotes Canada’s values and interests in the Arctic. GALI is a central, strategic source of funding available for the Government of Canada and for subnational governments, non-government and Indigenous partners to address gaps and opportunities in Canada’s international Arctic engagement.

Objectives
GALI’s goals are to:
- Ensure Northern Canadians—especially Indigenous Peoples and youth—can share their views in decisions that affect them and take part in Arctic events, cultural exchanges, capacity building activities and more.
- Work with Indigenous Peoples, Northerners, and other partners to strengthen Northern Canada’s leadership in international Arctic discussions, forums and events.
- Provide Northern Canadians better access to learning and research opportunities about the Arctic and help them build connections and share knowledge across the North and beyond.
Focus
GALI’s initiatives are based on a people-centred approach to the Arctic. With an investment of $7.15M in grants and contributions devoted to Arctic programming each year, GALI’s support focuses on six main areas:
- Strengthening Canada’s engagement in the Arctic Council.
- Supporting the Canada-based permanent secretariat for the Arctic Council’s Sustainable Development Working Group.
- Supporting the participation of Indigenous Northerners in international affairs and circumpolar issues.
- Increasing the University of the Arctic (UArctic)’s activities and programming in Canada’s Arctic.
- Providing opportunities and meaningful engagement for Northern and Arctic youth to engage in international Arctic affairs and circumpolar issues.
- Maintaining flexibility to proactively respond to evolving challenges and opportunities, for example in Arctic security, economic development, or cultural diplomacy.
