Canada to contribute up to $5 million to support the Council of Europe Action Plan for Ukraine 2018-2021

KYIV - STRASBOURG, 27 February 2019

Today, the Government of Canada formally advised the Government of Ukraine and the Council of Europe Secretariat and Committee of Ministers' Deputies that it will contribute up to $5 million to support the Council of Europe Action Plan for Ukraine 2018-2021, demonstrating that Canada is a steadfast partner of Ukraine on its path towards European integration.

Together with the European Union, an important contributor to the Council of Europe's work in Ukraine, as well as other international partners, Canada will support Ukraine in its efforts to bring legislation, institutions and practice further into line with European standards in the areas of human rights, the rule of law and democracy.

This funding to the Council of Europe’s Action will support priority areas within Canada’s Feminist International Assistance Policy aimed at helping the poorest and most vulnerable, including areas such as empowering internally displaced persons, combatting gender based violence, and protecting the rights of national minorities, including Roma, and strengthening media freedom.

Backgrounder

Canada’s Support to the Council of Europe Action Plan for Ukraine 2018-2021 Project

Canada’s contribution to the Action Plan supports Ukraine’s reform efforts to bring about improved legislation, institutions and practice further into line with European standards in the areas of human rights, the rule of law and democracy in Ukraine. The Council of Europe is a leading human rights organization in Europe with strong expertise and experience in promoting democracy and human rights and is a pivotal partner for establishing norms and standards in key aspects of inclusive governance in Ukraine. The Action Plan reflects Ukraine’s reform priorities and needs, as defined by the authorities in relevant national strategic documents and commitments, including within the process of the European integration.

The expected outcomes for this project include:

  1. increased effectiveness of institutional mechanisms and multi-agency coordination at the national and local level to prevent gender-based violence;
  2. improved systems and protections for Internally Displaced Persons aimed at integrating and empowering Internally Displaced Persons at the local and regional level;
  3. strengthened, gender responsive, institutional mechanisms in place to better enable decentralization process and local government reform;
  4. strengthened systems and regulations in place to improve the safety of journalists, and to prevent discrimination against women and counter sexism in media; and
  5. strengthened protection of national minorities and minority languages, including Roma.
