Regulations Amending the Special Economic Measures (Russia) Regulations

Whereas the Governor in Council is of the opinion that the actions of the Russian Federation constitute a grave breach of international peace and security that has resulted in a serious international crisis;

Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, makes the annexed Regulations Amending the Special Economic Measures (Russia) Regulations under subsections 4(1)a, (1.1)b, (2) and (3) of the Special Economic Measures Actc.

Amendments

1 (1) Paragraph 3.6(3)(a) of the Special Economic Measures (Russia) Regulations1 is replaced by the following:

(a) goods temporarily exported for use by a representative of the media from Canada or from a partner country that is listed in Annex 1 to the Restricted Goods and Technologies List;

(2) Paragraph 3.6(3)(c) of the Regulations is replaced by the following:

(c) goods for use by a department or agency of the Government of Canada or of a partner country that is listed in Annex 1 to the Restricted Goods and Technologies List;

(3) Paragraph 3.6(3)(f) of the Regulations is replaced by the following:

(f) software updates for an end-user that is a civilian entity that is owned, held or controlled by a Canadian or a national of a partner country that is listed in Annex 1 to the Restricted Goods and Technologies List, or a subsidiary of such an entity;

(4) Paragraph 3.6(3)(l) of the French version of the Regulations is replaced by the following:

l) aux effets personnels qui sont exportés par une personne physique, qui sont uniquement destinés à son usage personnel ou à celui de sa famille immédiate et qui ne sont destinés ni à être vendus en Russie ni à y demeurer, à moins d’y être consommés.

2 Part 1 of Schedule 1 to the Regulations is amended by adding the following after item 743:

3 Schedule 6 to the Regulations is repealed.

Application Before Publication

4 For the purpose of paragraph 11(2)(a) of the Statutory Instruments Act, these Regulations apply according to their terms before they are published in the Canada Gazette.

Coming into Force

5 These Regulations come into force on the day on which they are registered.
