Benin - Universal Periodic Review

Session reviewed: 42nd session of the Universal Periodic Review
Date reviewed: January 23, 2023

Recommendation

Canada applauds the establishment of the Benin Human Rights Commission, the creation of the National Institute for Women, the commutation of the last death sentences and the significant strengthening of the legislative framework for the protection and advancement of women’s and children’s rights, including reproductive and sexual rights.

Canada recommends that the Beninese government:

  1. Revise the Digital Code to protect press freedom, specifically by clarifying article 550, which addresses harassment through electronic means
  2. Work toward the effective implementation of the recent legislation on the rights of women and girls to achieve measurable results in the fight against child, early and forced marriage
  3. Ensure that the application of the anti-terrorism legislation respects human rights
  4. Continue efforts to improve its country’s prison conditions

Canada remains concerned by certain legal provisions that could limit fundamental rights, particularly the freedom of expression and of peaceful demonstration, as well as the right to strike.
