Declarations Guide: Schedule 2 Chemicals

You have been involved in the previous calendar year in producing, processing, or consuming any chemical listed in Schedule 2 that meets or exceeds both of the following C.N.A. declaration thresholds:

Quantitative Thresholds

Concentration Thresholds

Mixtures containing 10% or more by weight of a schedule 2B chemical or 0.5% or more by weight of a schedule 2A/2A*chemical are subject to declaration.

Note:

  1. If the quantity is below the C.N.A. threshold a mixture is not declarable no matter what the concentration;
  2. If the concentration is below the C.N.A. threshold a mixture is not declarable no matter what the quantity.

Note for Importers and Exporters:

Importers and exporters must declare any quantity transferred if the concentration threshold is exceeded (i.e. quantity threshold is zero).

Schedule 2 Annual Past Declaration Questions

Company / Institution
Name of company or institution completing the form. The company / institution operating the plant site or facility dealing with the Scheduled chemicals should complete and submit declarations. The Canadian National Authority (C.N.A.) must receive the declarations from the operators of such plant sites or facilities. These operators may or may not be the actual owners.

Street Address
Address of the Canadian headquarters or head office of the company / institution.

City
City of the Canadian headquarters or head office of the company / institution.

Province
Province of the Canadian headquarters or head office of the company / institution.

Postal Code
Postal Code of the Canadian headquarters or head office of the company / institution.

Contact Name
The person within your company / institution that should be contacted by the Canadian National Authority if necessary.

The title of the person listed as the contact.

The telephone number with area code, of the person listed as the contact.

The facsimile number with area code, of the person listed as the contact.

Plant Site / Facility
The local integration of one or more plants, with any number of intermediate administrative levels, which are under one operational control and which include a common infrastructure.

For universities and research institutes, the plant site would be the main building housing the laboratories.

Name of owner
If the operator of the plant site / institution is not the owner, please indicate the name of the owner.

OPCW declaration thresholds:

For example, your plant processes 4 tonnes of a mixture containing thiodiglycol (Schedule 2, Part B) in which that chemical makes up 50% of the mixture by weight.

4 tonnes x 50% by weight = 2 tonnes of thiodiglycol. This plant would then be above the OPCW Schedule 2 declaration threshold of 1 tonne for a Part B chemical.

Is any plant over the OPCW Schedule 2 Plant Verification thresholds?

OPCW verification thresholds:

For example, your plant will processes 4 tonnes of a mixture containing thiodiglycol (Schedule 2, Part B) in which that chemical makes up 50% of the mixture by weight.

4 tonnes x 50% by weight = 2 tonnes of thiodiglycol. This plant would then be below the OPCW Schedule 2 verification threshold of 10 tonnes for a Part B chemical.

IUPAC chemical name
Use the International Union of Pure and Applied Chemistry (IUPAC) formal system of nomenclature to identify the Schedule 2 chemical. Do not use common or trade names in place of the IUPAC name unless they are specifically listed in Schedule 2.

CAS registry number
Use the Chemical Abstracts Service code number, if assigned, to identify the Schedule 2 chemical.

Trade Name
Common name or trade name that the product is known by.

Production capacity
Production capacity is defined as the annual quantitative potential for manufacturing a specific chemical on the basis of the technological process actually used. If the process is not yet operational, production capacity is based on the technological process planned to be used at the relevant facility. The production capacity shall be deemed to be equal to the nameplate capacity. If the nameplate capacity is not available, production capacity is equal to the design capacity. The nameplate capacity is the product output under conditions optimized for maximum quantity for the production facility, as demonstrated by one or more test runs. The design capacity is the corresponding theoretically calculated product output.

Total quantity of the Schedule 2 chemical consumed at the plant site. Consumption of a chemical means its conversion into another chemical via a chemical reaction.

Product Type Derived
Specify the product type derived from the processing or consumption of Schedule 2 chemicals on site. Please use the product group codes.

Quantity Imported
Total quantity of the Schedule 2 chemical directly imported to the plant site.

Quantity Exported
Total quantity of the Schedule 2 chemical directly exported from the plant site.
