Feminist International Assistance Policy Indicators - Questions & answers
1. What are the Feminist International Assistance Policy Key Performance Indicators?
Key Performance Indicators are indicators identified by the Department to track and monitor the progress achieved on the six Action Areas of the Feminist International Assistance Policy (hereafter, the Policy).
2. When will Key Performance Indicators results data be available for the public?
After the end of each fiscal year, Global Affairs Canada will collect data on the Key Performance Indicators through an annual reporting exercise. The annual reporting exercise is usually launched in April/May to collect information on results achieved by Global Affairs Canada funded projects the previous fiscal year. The data collected on the Key Performance Indicators will be publicly available the following winter.
3. Will a project proposal be evaluated based on the inclusion of indicators that can provide data for the Policy’s Key Performance Indicators?
Yes, however a well-designed project aligned with the Policy may still be funded even if it does not contribute data towards the Key Performance Indicators. All proposals are assessed on whether or not expected outcomes are aligned to the Policy. Indicators at the project level should always be specific and appropriate to measure progress on an individual project’s results. Some of these project-level indicators may align with the Key Performance Indicators, which are worded broadly enough to capture data from a wide range of more specific project-level indicators.
In some cases, it may be necessary for a project proposal to include indicators which can provide data for the Key Performance Indicators. If you are applying through a call for proposals or responding to an invitation to submit a full proposal, please follow the instructions on that specific call page or invitation, as some of these may specify a requirement related to one or more specific Key Performance Indicators.
4. Will my operational projects be expected to provide data for Canada’s Feminist International Assistance Policy Key Performance Indicators?
No, operational projects are not expected to provide data for the Policy’s Key Performance Indicators. Partners, however, are encouraged to review the Key Performance Indicators to see if any of the operational project’s indicators in their performance measurement framework can provide data for the Key Performance Indicators. If it is believed that any project indicators can provide data for the Key Performance Indicators, please advise your assigned project officer.
5. When should I incorporate Key Performance Indicators into my project’s performance measurement framework?
Partners are encouraged to use project indicators that could provide data for the Policy’s Key Performance Indicators if those project indicators are relevant to the project and will prove useful in project monitoring and evaluation. However, partners should not adjust a project’s expected outcomes solely for the purpose of including project indicators that align to Key Performance Indicators.

6. How do I incorporate Key Performance Indicators into my project’s performance measurement framework?
Key Performance Indicators should not be copied word-for-word from the Department’s website into a project performance measurement framework. Instead, they should be incorporated into a project’s performance measurement framework by “aligning” a project indicator with a Key Performance Indicator.
Aligning a project indicator to a Key Performance Indicator involves rewording the Key Performance Indicator to reflect a project’s specific context. A project’s specific context may include the area in which the project is operating, the outputs and activities the project will be providing, and/or the types of individuals who will benefit from project outputs and activities. Examples of alignment are provided below.
Example:
Key Performance Indicator: Number of women and girls who have received sexual and reproductive health services, including access to contraception, through a Global Affairs Canada funded humanitarian response delivered by civil society organizations.
Example project indicator 1: Number of women and girls who have received sexual and reproductive health services in province Y of country X.
Example project indicator 2: Number of women of reproductive age whose needs for contraception are being met.
7. Will the Key Performance Indicators change in future?
The Key Performance Indicators were developed based on Canada's Feminist International Assistance Policy. They may change if there is a change to the Policy. Please check back regularly for the latest information.
