Citizenship services

Applying for a Canadian citizenship certificate from outside Canada and the United States

The Embassy no longer provides guidance on citizenship applications.

If you are required to submit a paper application, fill out a proof of citizenship application, provide a valid email address on the form and mail your complete application in a sealed envelope to:

If you prefer to drop off your application in person, you are invited to leave your application with the Consular Services between 08:00 and 17:00 from Monday to Thursday (except office closures).

Please note that the Embassy does not check the completeness of your application. IRCC will contact you directly by email if they need additional information.

Criminal record checks

The Embassy of Canada in Phnom Penh does not provide fingerprinting or criminal record check services. Refer to the RCMP Criminal records page.

Marriage abroad

Refer to Marriage abroad.

Marriages that are legally performed in a foreign country are usually valid in Canada, and you do not need to register them in Canada.

You cannot get married at the Embassy of Canada to Cambodia in Phnom Penh or the Consulate of Canada in Siem Reap. Consular officials do not perform marriage ceremonies, nor register your marriage.

If you wish to marry a Cambodian national, please contact the Consular Affairs Department of the Ministry of Foreign Affairs and International Cooperation or your nearest Cambodian embassy/consulate to verify relevant information, including required documents, procedures, and processing times.

The Embassy can certify a true copy of original Canadian passports, notarize a marriage affidavit (blank forms available at the embassy), and issue a statement in lieu of certificate of non-impediment, with applicable fees. To request these services, please book an appointment online.

Notarial services

Canadian consular officials abroad have authority under the Canada Evidence Act and corresponding provincial and territorial statutes to perform notarial services. These services are offered, however, only when no local service providers exist. Consular officials cannot offer advice on legal issues or represent you before the courts. They do not post bail, pay legal fees or pay fines. Consular officials also reserve the right to refuse notarial services.

If you seek notary services, please contact a local notary public office first. When local service providers are unavailable, certain notarial services may be provided at the Embassy.

The Consular Section provides the following notarial services, by appointment only, to Canadian citizens and, in limited cases, to non-Canadian citizens if the documents are intended for use in Canada. Note: Documents must be in English or French, or accompanied by an official translation in English or French.

Authentication/Apostille (certify the document signature, the position of an official and the seal are genuine):

As of January 11, 2024, Canadian documents are authenticated with an apostille. Canadian embassies, consulates and high commissions that offer authentication services will continue to authenticate documents issued by the Government of Canada or notarized in specific provinces and territories. You may send the following documents to the Embassy of Canada in Phnom Penh for authentication:

  • Vital statistics documents issued by all provinces and territories
  • All documents issued or notarized in the following provinces and territories:
    • Manitoba
    • New Brunswick
    • Newfoundland and Labrador
    • the Northwest Territories
    • Nova Scotia
    • Nuvavut
    • Prince Edward Island
    • Yukon

If your document was notarized in the provinces and territories listed above, you may send it to the Embassy of Canada in Phnom Penh no matter where it was originally issued.

Competent authorities in the following provinces will be responsible for authenticating all other documents issued or notarized in their respective provinces. These documents must be submitted to the competent authorities and will not be authenticated at Canadian embassies, consulates or high commissions.

Certified copy (certify the document is a true copy of the original): The Embassy only certify the document is a true copy of the original Canadian official documents. A certified copy does not validate the content of the original document or the copy (fees apply).

  • Documents presented by a Canadian citizen or a non-Canadian citizen for use in Canada; exceptions apply (fees apply)
  • Government-issued identification requiring a certified true copy (fees apply)
  • Original documents to be certified must be submitted to our office

Consular officers will not certify a true copy if:

  • the document is a religious document (certificate of baptism, funeral, confirmation, etc.)
  • the originating document is printed off from a website
  • the content is such that it is expected to mislead as to purpose or may be used for fraudulent purposes

Affidavit/Statutory declaration/Witnessing of Signatures: Only available for Canadians (fees apply). Canadians must sign all documents before consular officials at the Embassy.

Note: Prior to submitting your request for notarial services, kindly email a copy of the document to pnpen-consular@international.gc.ca for review, to allow us to determine whether it meets the requirements for notarization.

The Embassy of Canada in Phnom Penh provides limited passport services. Complete your passport application, and book an appointment to submit your documents in person.

Note: Processing time for applications submitted outside Canada is 20 business days. This does not include mailing time.
