Karim Morcos, Ambassador of Canada to the State of Qatar

Biography
Karim Morcos (BA Political Science & Economics, McGill University, 1999; MA Political Science, College of Europe, 2000) joined the Canadian International Development Agency in 2001. During his career he held positions in the Africa and Middle East bureaus including as the deputy director for Egypt, Jordan, Lebanon and Iraq from 2009 to 2012. Mr. Morcos has served abroad as senior advisor at the World Bank in Washington D.C. (2019 to 2022), in Kyiv as the director for the Ukraine Development Program (Counsellor) (2015 to 2019), head of cooperation for Canada’s assistance program in Palestine (Counsellor) in Ramallah (2012 to 2015), second secretary in Beijing (2007 to 2009) and Canadian policy adviser to the UN General Assembly at the Permanent Mission of Canada to the United Nations in New York (2002).
Mr. Morcos was a senior analyst at the OECD DAC Secretariat in Paris (2004 to 2007) working on conflict and development issues, where he was responsible for conceptualising and developing the Principles for Good International Engagement in Fragile States.
In headquarters, he was most recently the executive director of the Egypt, Jordan, Israel, and Palestine division at Global Affairs Canada (2022 to 2025).
