Joint report: Meeting of the CETA Committee on Government Procurement

The 8th meeting of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) Committee on Government Procurement was held on December 4th, 2025, via videoconference. Participants included representatives from Global Affairs Canada, the Treasury Board of Canada Secretariat, the Mission of Canada to the EU, the European Commission, and the Delegation of the European Union to Canada. Representatives from several Canadian provinces and territories were also present.
Canada provided an update on ongoing work to implement the new Buy Canadian Policy announced by the Prime Minister on September 5, 2025, as part of a suite of measures to build and transform Canadian strategic industries. This policy, reaffirmed in Canada’s Budget 2025, incorporates a number of different elements, including:
- a forthcoming Policy on Prioritizing Canadian Materials in Federal Procurement;
- measures to prioritize Canadian suppliers and content for strategic procurements; and
- the full implementation of the Policy on Reciprocal Procurement, which has been in place on an interim basis since July 14, 2025.
The EU updated Canada on its ongoing efforts to revise the 2014 Public Procurement Directives, including elements enabling a preference for European products for certain strategic sectors. The EU also shared information on:
- the development of a new Cloud and AI Development Act;
- the EU International Procurement Instrument; and
- two recent decisions of the Court of Justice of the European Union (CJEU) and the treatment of third country bidders in EU procurement markets.
The Parties also briefly discussed their respective new, ongoing or recently concluded negotiations related to trade and government procurement.
The discussion underscored that both Canada and the EU are advancing a number of new initiatives with procurement implications. The Parties agreed to maintain close collaboration as these initiatives evolve.
In terms of next steps, the Committee on Government Procurement will report to the CETA Joint Committee on its ongoing work.
