Canada-Chile work plan for implementing activities on trade and gender
This work plan is meant to be a rolling evergreen 24-month work plan that will be updated regularly, as appropriate. The activities in the work plan will be guided by the following principles to the extent possible:
- Gender balance
- Accountability
- Transparency
- Flexibility and pragmatism
- Openness to the participation of and considering the expertise of civil society
- A commitment to “best efforts”, being pro-active and results-oriented
The host of the annual Committee meeting will rotate annually. The objective of the annual Committee meeting will be to set a vision, priorities and objectives; establish a workplan with action items and identify leads; and report progress.
1. Presentation by Canada and Chile on current domestic programming and policies that support women’s economic empowerment and gender equality (Article: N.bis-03.1)
Objectives:
- To exchange information, lessons learned, best practices, gaps and next steps
- Exchange information on government programs, incentives, targets, laws and regulations
Implementation plan:
- Video conference (or webinar)
- Exchange decks, briefs, placemats and other relevant documentation on policies and programs
- Canada’s Department for Women and Gender Equality to present on Canada’s gender equality results framework, gender budgeting, and some of the key federal initiatives
Deliverable/expected results:
- Successful video conference; videoconference results in action identified for follow-up
- Summary report of discussion
2. Exchange of information on policies and programs that support women entrepreneurs from both a domestic and international point of view. (Article: N.bis-03.1 and N.bis-03.4.g)
Objectives:
- To increase understanding and awareness of the ecosystem of support for business women in Chile and Canada (including women’s business networks), as well as characteristics of businesswomen in both Parties
- To provide information to share with women owned businesses and support the growth of women entrepreneurs to take advantage of the opportunities of the Canada-Chile FTA
- Exchange data and research on women entrepreneurs in both countries and their challenges, including with respect to becoming export ready and accessing global supply chains

3. Exchange experience and best practices for conducting gender-based analysis of trade agreements or policies (Article: N.bis-03.4.i)
Objectives:
- To better understand the impact of trade on women’s participation in the economy and gender equality
- To share experiences on conducting GBA+ of trade agreements on both an ex ante and ex post basis. Lessons learned, best practices, challenges and next steps
- Discuss how to take a GBA+ analysis and have it influence the development of gender responsive trade policy and provisions in a trade agreement
Implementation plan:
- Exchange information to build and strengthen capacities amongst relevant officials
Deliverable/expected results:
- Improved knowledge of how to conduct GBA of FTAs
- Develop a lessons learned document that can be shared jointly
4. Share methods and procedures for the collection of gender-disaggregated data, the use of indicators, monitoring and evaluation methodologies, and the analysis of gender-focused statistics related to trade and women–owned businesses (Article: N.bis-03.4.j)
Objectives:
- To better understand the impact of trade on gender equality and women’s participation in the economy
- To better understand how to measure the impact of trade on gender and other demographic groups
- Discuss methodologies on how to merge social and labour stats with business data in a way that allows for analysis of the characteristics of workers in businesses affected by trade
- Discuss new ways of doing surveys to address gender and diversity data needs
- Exchange experiences to the extent possible, on identifying and developing data for indicators of gender equality
- Exchanging experiences (including challenges and successes) on possibilities for systematic gender-disaggregated data collection and analysis related to trade
Implementation plan:
- Face to face meetings in Chile on the margins of APEC SOM 2 and the Women and Data workshop of the Policy Partnership on Women in the Economy (PPWE)
Deliverable/expected results:
- Exchange information on what data is being collected and how, challenges encountered and how addressing them
- Summary report of the discussion
5. Hold an APEC 2019 workshop on trade and gender chapters in FTAs (Article N.bis-03.4.a)
Objectives:
- To increase the awareness and understanding in the APEC region of the objectives of the Trade and Gender Chapter in FTAs
- To build capacity in APEC member economies on trade and gender
- Help advance APEC member economies support for the chapter
- Seek to further strengthen and innovate the chapter and potentially customize for APEC region
Implementation plan:
- Develop a proposal for consideration by appropriate APEC body
- Work shop in APEC region with invited speakers from Canada, Chile, and others such as New Zealand (ITAG membership)
Deliverable/expected results:
- Proposal
- Successful workshop to be held in 2019 (SOM 1)
- Report on workshop, including recommendation on next steps
- Identification of potential partners with which to engage on a chapter in FTAs
6. Share information on capacity building and skills development programs to promote the participation, empowerment and advancement of multi-barriered women in the economy and international trade (Article N.bis-03.4.a)
Objectives:
- To enhance capacity of women to enter and succeed in skilled trades, and explore options for low-skilled, un- and under-employed women in all growing industries
- To exchange information on government programs/initiatives that support entrepreneurship among Indigenous and rural women, including a specific discussion on entrepreneurship in co-operatives and social enterprises that address community needs
- To make a link and network between Indigenous women entrepreneurs from Canada and Chile, and exchange best practices
Implementation plan:
- Options could include one or all of the following:
- Video conference or in-person seminar
- A train-the-trainer exchange
Deliverable/expected results:
- A successful seminar or VC with a report on what occurred, outcomes and next steps
7. Share information and best practices on promoting women’s enhanced participation and retention in STEM related careers. (Article: N.bis-03.4.b)
Objectives:
- To share information and best practices lead by the Government, universities and institutes for the incorporation of women to STEM- related careers
- To share best practices lead by universities to promote women’s empowerment in academia, related to STEM, and reach leadership positions
Implementation plan:
- Video conference (or webinar)
- Exchange information to strengthen capacities
Deliverable/expected results:
- Successful video conference
- Summary report of discussion
8. Exchange experience on labour best practices with a gender perspective (Canada Chile Agreement on Labour Co-operation: Article 11.1.m)
Objectives:
- To promote and exchange best practices/initiatives with gender perspective in workspaces
Implementation plan:
- Video conference (or webinar)
- Exchange information to strengthen capacities
Deliverable/expected results:
- Successful video conference
- Summary report of discussion
9. Maintain an evergreen list of activities that have been completed under the Trade and Gender Chapter work plan. (Article: N.bis-04.9)
Objectives:
- Maintain a list for a tracking and reporting purposes
Implementation plan:
- Canada and Chile to discuss format of list
Deliverable/expected results:
- An evergreen list
10. Prepare an annual report on activities implemented under the Trade and Gender Chapter. (Article: N.bis-04.9)
Objectives:
- To deliver on transparency and accountability commitments in the Trade and Gender Chapter
- To demonstrate value of the Trade and Gender chapter in advancing women’s economic empowerment and gender equality
- Annual report is to include information on progress and challenges, including an assessment of the effectiveness of cooperation activities and gender-responsive provisions in other chapters within the Agreement, as appropriate
Implementation plan:
- Canada and Chile to discuss format, objectives, key messages of the report
Deliverable/expected results:
- Report on activities completed
- Report posted on the website
- Report’s findings shared with any appropriate body under the Agreement
- Report transmitted to Commission for consideration and action, as appropriate
