Clarifications on coming into force and exceptions dates
Coal
The prohibition in subsection 3.051 (1) (Coal) comes into force on the 60th day after the regulations were registered. The regulations were registered on June 13, 2025, and therefore come into force on August 12, 2025.
The exception to this Coal prohibition in subsection 3.051 (2) provides that the prohibition does not apply in respect of goods exported from Russia at least 60 days before the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means this exception applies to goods which were exported from Russia before June 13, 2025.
The exception to this Coal prohibition in subsection 3.051 (3) provides that the prohibition does not apply in respect of goods that meet all of the following conditions:
- The goods are imported, purchased or acquired under a contract entered into at least 60 days before the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means this applies only to contracts entered into before June 13, 2025.
- The goods are imported, purchased or acquired within 120 days after the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means that the goods must be imported, purchased or acquired by December 10, 2025.
Jet fuel and additives
The prohibition in subsection 3.052 (1) (Jet fuel and additives) comes into force on the 60th day after the regulations were registered. The regulations were registered on June 13, 2025, and therefore come into force on August 12, 2025.
The exception to this Jet fuel and additives prohibition in subsection 3.052 (3) provides that the prohibition does not apply in respect of goods that meet all of the following conditions:
- The goods are exported, sold, supplied or shipped under a contract entered into at least 60 days before the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means this applies only to contracts entered into before June 13, 2025.
- The goods are exported, sold, supplied or shipped within 120 days after the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means that the goods must be exported, sold, supplied or shipped by December 10, 2025.
Industrial goods
The addition of new items to Schedule 7, which are subject to the prohibition at subsection 3.09 (1) (Industrial goods), comes into force on the 60th day after the regulations were registered. The regulations were registered on June 13, 2025, and therefore this comes into force on August 12, 2025.
The exception to this Industrial goods prohibition in subsection 3.09 (4) provides that the prohibition does not apply in respect of goods that meet all of the following conditions:
- The goods were not referred to in Schedule 7 as it read immediately before the day on which the subsection comes into force. This means it applies only to goods not referred to in Schedule 7 before August 12, 2025.
- The goods are referred to in Schedule 7 as it reads on the day on which the subsection comes into force. This means it applies only to goods referred to in Schedule 7 on August 12, 2025 (i.e. the newly added goods).
- The goods are exported, sold, supplied or shipped under a contract entered into at least 60 days before the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means this applies only to contracts entered into before June 13, 2025.
- The goods are exported, sold, supplied or shipped within 120 days after the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means that the goods must be exported, sold, supplied or shipped by December 10, 2025.
Related chemicals and related goods – chemical weapons and biological weapons
The prohibitions in subsection 3.131 (1) and (2) (Related chemicals and goods- chemical weapons and biological weapons) come into force on the 30th day after the regulations were registered. The regulations were registered on June 13, 2025, and therefore come into force on July 13, 2025.
Metals
The addition of new items to Schedule 11, which are subject to the prohibition at subsection 3.14 (1) (Metals) comes into force on the 60th day after the regulations were registered. The regulations were registered on June 13, 2025, and therefore this comes into force on August 12, 2025.
The exception to this Metals prohibition in subsection 3.14 (2) provides that the prohibition as a whole does not apply to goods if a contract for the import, purchase or acquisition of the goods was entered into before March 10, 2023.
The exception to this prohibition in subsection 3.14 (3) provides that the prohibition does not apply in respect of goods that meet all of the following conditions:
- the goods were not referred to in Schedule 11 as it read immediately before the day on which this subsection comes into force. This means it applies only to goods not referred to in Schedule 11 before August 12, 2025.
- the goods are referred to in Schedule 11 as it reads on the day on which this subsection comes into force. This means it applies only to goods referred to in Schedule 11 on August 12, 2025 (i.e. the newly added goods).
- the goods are exported from Russia at least 60 days before the day on which this subsection comes into force. Since the section comes into force on August 12, 2025, that means this applies to goods which were exported from Russia before June 13, 2025.
The exception to this prohibition in subsection 3.14 (4) provides that the prohibition does not apply in respect of goods that meet all of the following conditions:
- The goods were not referred to in Schedule 11 as it read immediately before the day on which the subsection comes into force. This means it applies only to goods not referred to in Schedule 11 before August 12, 2025.
- The goods are referred to in Schedule 11 as it reads on the day on which the subsection comes into force. This means it applies only to goods referred to in Schedule 11 on August 12, 2025 (i.e. the newly added goods).
- The goods are imported, purchased or acquired under a contract entered into at least 60 days before the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means this applies only to contracts entered into before June 13, 2025.
- The goods are imported, purchased or acquired within 120 days after the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means that the goods must be imported, purchased or acquired by December 10, 2025.
Revenue-generating goods
The prohibition in subsection 3.16 (1) (Revenue-generating goods) comes into force on the 60th day after the regulations were registered. The regulations were registered on June 13, 2025, and therefore come into force on August 12, 2025.
The exception to this Revenue-generating goods prohibition in subsection 3.16 (2) provides that the prohibition does not apply in respect of goods exported from Russia at least 60 days before the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means this applies to goods which were exported from Russia before June 13, 2025.
The exception to this Revenue-generating goods prohibition in subsection 3.16 (3) provides that the prohibition does not apply in respect of goods that meet all of the following conditions:
- The contract for the import, purchase or acquisition of the goods is entered into at least 60 days before the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means this applies only to contracts entered into before June 13, 2025.
- All normally prohibited activities (i.e. the import, purchase or acquisition of the goods) are completed within 120 days after the day on which the section comes into force. Since the section comes into force on August 12, 2025, that means that the activities must be completed by December 10, 2025.
