Parking at the Pierre Elliot Trudeau International Airport in Montreal

The Department of Foreign Affairs and International Trade (Office of Protocol) presents its compliments to Their Excellencies the Heads of Diplomatic Missions and notified Chargés d’Affaires, a.i. accredited to Canada, the Permanent Representatives to the International Civil Aviation Organization, and the Heads of International Organizations and other offices established in Canada, and has the honour of advising Their Excellencies of the changes made to the parking facilities at Pierre Elliott Trudeau International Airport in Montreal, which are administered by Aéroports de Montréal.

The Department kindly asks Their Excellencies to ensure that this note is circulated to all accredited staff and to the members of their families, particularly those who may make use of Pierre Elliott Trudeau International Airport in Montreal. The Department would like to clarify that Aéroports de Montréal is a non-share capital corporation.

1. Free parking for less than eight (8) hours at ExpressParc and ProxiParc

As of April 1, 2013, and in accordance with a notice that the Department itself received from Aéroports de Montréal, those who hold a type “C,” “D,” “I” or “J” federal identification card will be able to park for free for periods of less than eight (8) hours. This will also apply to accredited family members driving the vehicle.

In order to park for free, those to whom this circular note is addressed must present their identification card when they leave the parking facilities; if they do not present the card, the applicable parking rates will apply.

2.Free parking at EconoParc

Moreover, Aéroports de Montréal is currently offering greeters a one-hour period of free parking at EconoParc if the driver waits in the vehicle. When the passengers arrive, greeters are invited to proceed to the designated zone to pick them up.

3.Long-term parking

With respect to the terms and conditions applicable to long-term parking, the Department kindly asks that Their Excellencies contact Aéroports de Montréal directly at 514‑633-3016 or consult the airport’s website at: http://www.admtl.com.

4.General considerations

This circular note is not prejudicial to current or future agreements with Aéroports de Montréal in terms of parking and must not either be interpreted as limiting their scope.

The Department would also like to remind Their Excellencies that there is no rule of international law that provides for free parking for accredited foreign representatives at airports. Moreover, the free parking polices of Canadian airports are in no way managed by the Department or subject to its prior approval. It should be noted that, when developing and implementing their parking programs, private airports strive to ensure the security of members of the public and their equitable access to parking, while reducing congestion and discrimination.

Their Excellencies are respectfully invited to note that the Department is unable to intervene when the relevant authorities issue notices of violation or other contraventions for the inappropriate use of these parking facilities and services.
