Register for a new ACCESS account

  1. Open your preferred web browser and enter https://access.trade.gov.
  2. At the top right corner of the homepage, click on “Sign in”, followed by “As External User”.
  3. At the bottom of the sign in page, click on “Sign up now”.
  4. Please enter a company e-mail address and click on “Send verification code”.
  5. A code will be sent to the email address provided. Please enter in the “Verification code” box and click on “Verify code”.
    1. If there was no code sent to your email address after checking your Inbox & Spam Folder, please click on “Send new code”.
  6. Fill in the remaining fields and click on “Create”.
  7. You will be redirected to the Terms of Use Agreement page. Read the Terms and click Accept. If you decline, you will not be able to create an ACCESS account.
  8. On the New User Registration page, select either “Register as Guest” or “Register as E-Filer”. If you will be filing documents on ACCESS, please select “Register as E-Filer”.
  9. Please fill in the “E-Filer Registration Form” and click on “Submit”.
    1. If you are only interested in the softwood lumber anti-dumping duty proceedings, enter "A-122-857 Eighth Admin Review" in the Case No. and segment box.
    2. If you are only interested in the softwood lumber countervailing duty proceedings, enter "C-122-858 Eighth Admin Review " in the Case No. and segment box.
    3. If you are interested in both proceedings, you only need to register once, using one or the other of the above case numbers and segment.
  10. A notification will appear that says “Registration Successful”, followed by another that says “Email Notification Sent”.
  11. You will come to a page indicating that the U.S. Department of Commerce is processing your registration and you will be notified by email once completed.
  12. You will receive an e-mail from ACCESS indicating that they have received your registration request with a summary of the information you provided. Note that, as indicated, the approval process takes 24-48 hours. If the information in your registration summary is incorrect, please contact the ACCESS Help Desk at the indicated phone number.
  13. You will receive an e-mail confirmation from ACCESS once your account has been approved. Follow the instructions in that e-mail to login using the credentials you provided for your account creation.
  14. You will then have access to the ACCESS system.
