Consulting with Canadians

The objective of the comprehensive review is to create long-term policies to ensure the continued efficiency and effectiveness of Canada’s tariff rate quotas (TRQs) for dairy, poultry and egg products.

Initial consultations were held between May and August 2019, and the Government of Canada received approximately 200 submissions and held over 60 meetings with stakeholders.

Input and feedback from these consultations informed the development of a range of policy options.

Global Affairs Canada (the department) is currently conducting a second phase of consultations on these policy options with a view to finalizing long-term policies in relation to the allocation and administration of these TRQs.

We want to hear from you. We welcome your ideas, your views, and your priorities through this second consultation phase.

Why is Canada holding consultations on TRQs for commodities under supply management?

Implemented and administered by the department in accordance with the Export and Import Permits Act (EIPA), TRQs for dairy, poultry and egg products are a key pillar of Canada’s supply management system and make significant contributions to the national economy.

The department currently administers 38 TRQs for supply-managed commodities under various trade agreements. Following the implementation of the Canada-United-States-Mexico Agreement (CUSMA), this would increase to 54 TRQs. Given the significant increase in TRQs, the department undertook this broad-based engagement exercise to hear from stakeholders.

The feedback received from this second phase of the consultations will guide the creation of the final policies and inform the decision of the Minister of Small Business, Export Promotion and International Trade. The long-term allocation and administration policies for each TRQ will be published on September 1, 2020.

How to participate

The Minister of Small Business, Export Promotion and International Trade has temporarily suspended the Comprehensive Review of the Allocation and Administration of Tariff Rate Quotas (TRQs) for Dairy, Poultry and Egg Products - Phase II (the Review).

This temporary suspension recognizes the impact the COVID-19 situation is having on stakeholders. The Review, including stakeholder consultations, will resume in the future at an appropriate time.
